Our Central Florida Media Collaborative partners at WUCF made it the focal point of its \u201cNewsnight\u201d program Friday, with News 6\u2019s Stephanie Rodriguez appearing to discuss the issue.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">[WATCH: Newsnight from WUCF]<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Florida House lawmakers unveiled a slate of seven potential constitutional amendments, including changes to homestead exemptions, or eliminating some residential property taxes. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">But <a href=\"https:\/\/www.clickorlando.com\/news\/florida\/2025\/10\/23\/desantis-calls-florida-house-property-tax-plan-political-game\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.clickorlando.com\/news\/florida\/2025\/10\/23\/desantis-calls-florida-house-property-tax-plan-political-game\/\">Gov. Ron DeSantis is dismissing the proposals.<\/a><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">DeSantis, who is pushing for major property tax changes, criticized the House on <a href=\"https:\/\/X.com\" target=\"_blank\" rel=\"nofollow\" title=\"https:\/\/X.com\">X.com<\/a> for potentially placing more than one measure on the ballot, calling it a \u201cpolitical game\u201d and not a serious attempt to tackle the issue. <\/p>\n<p lang=\"en\" dir=\"ltr\">Placing more than one property tax measure on the ballot represents an attempt to kill anything on property taxes.  <\/p>\n<p>It\u2019s a political game, not a serious attempt to get it done for the people. <a href=\"https:\/\/t.co\/qwHDtq3MUs\" rel=\"nofollow\">https:\/\/t.co\/qwHDtq3MUs<\/a><\/p>\n<p>\u2014 Ron DeSantis (@RonDeSantis) <a href=\"https:\/\/twitter.com\/RonDeSantis\/status\/1981194783013167322?ref_src=twsrc%5Etfw\" rel=\"nofollow noopener\" target=\"_blank\">October 23, 2025<\/a><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">On Thursday, Florida House Speaker Daniel Perez responded to DeSantis\u2019 criticism, defending the plan.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe governor has not produced a plan on property taxes. Period,\u201d Perez said. \u201cIt\u2019s unclear what he wants to do. I\u2019ve personally reached out to share with him the House\u2019s proposals and he has, so far, not wanted to engage in a conversation. So when the governor says he wants to \u2018abolish\u2019 property taxes. How? We don\u2019t have any details.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The seven constitutional amendments proposed would do the following:<\/p>\n<p><a href=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82727&amp;SessionId=113\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82727&amp;SessionId=113\">HJR 201<\/a> eliminates non-school homestead taxes. Those are property taxes on primary residences.<a href=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82728&amp;SessionId=113\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82728&amp;SessionId=113\">HJR 203<\/a> would phase out non-school homestead property taxes over 10 years.<a href=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82729&amp;SessionId=113\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82729&amp;SessionId=113\">HJR 205<\/a> would exempt people ages 65 and older from paying non-school taxes on their homes.<a href=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82730&amp;SessionId=113\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82730&amp;SessionId=113\">HJR 207<\/a> would create a new non-school homestead exemption equal to 25 percent of the assessed value of homes after other exemptions are applied.<a href=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82731&amp;SessionId=113\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82731&amp;SessionId=113\">HJR 209<\/a> would create an additional $100,000 homestead exemption for people with property insurance.<a href=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82732&amp;SessionId=113\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82732&amp;SessionId=113\">HJR 211<\/a> would allow people to transfer the full value of accumulated \u201cSave Our Homes\u201d benefits to new homes. That would add to what is known as \u201cportability\u201d of Save Our Homes benefits. The Save Our Homes law limits annual increases in the assessed value of homesteaded properties to 3 percent or the Consumer Price Index, whichever is lower.<a href=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82733&amp;SessionId=113\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82733&amp;SessionId=113\">HJR 213<\/a> would change the Save Our Homes caps. It would limit increases in taxable values for homestead property to 3 percent over three years.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Perez says voters should be part of the conversation about what taxes they pay, and should be able to choose some, all or none of the proposals.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Property taxes, which pay for everything from road repairs to sheriff\u2019s deputies, have skyrocketed along with property values and the population in recent years.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">[WATCH: Florida\u2019s property tax overhaul: Impact on schools, safety and your county]<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">Local government leaders agree property tax reform is needed. However, as <a href=\"https:\/\/www.clickorlando.com\/news\/politics\/2025\/10\/22\/floridas-property-tax-overhaul-impact-on-schools-safety-and-your-county\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.clickorlando.com\/news\/politics\/2025\/10\/22\/floridas-property-tax-overhaul-impact-on-schools-safety-and-your-county\/\">News 6\u2019s Matt Austin reported earlier this week<\/a>, they also feel taking a chainsaw to property taxes would do more harm than good.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">News 6\u2019s Stephanie Rodriguez went on <a href=\"https:\/\/www.wucf.org\/watch\/newsnight\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.wucf.org\/watch\/newsnight\/\">WUCF\u2019s \u201cNewsnight\u201d program <\/a>on Friday. She says broad cuts to property taxes will hurt some counties and cities more than others.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cEvery county is going to have to look at the money they get in from property tax, because no 2 counties are alike, so some counties might have more homestead properties and some might have more commercial properties, that wouldn\u2019t benefit from tax reform. That\u2019s money that these counties could still rely on that other counties potentially could not rely on is they have less commercial properties that wouldn\u2019t benefit from the tax reform,\u201d Rodriguez said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Meanwhile, the Florida Senate is still discussing its own plans.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">During the Orange County Legislative session this week, State Sen. Carlos Guillermo Smith, D-Orlando, and State Sen. Jason Brodeur, R-Lake Mary, said they wanted to make sure they fully researched the issue.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">\u201cWe all know that these proposals impacting property taxes will have major repercussions for emergency services, for fire, for so many of the critical government services that are provided here,&#8221; Smith said. \u201cWe have to take our time to make sure that we fully researched this issue, get all the feedback from stakeholders.&#8221;<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">&#8220;I think folks with an expectation that if we cut property taxes, it\u2019s going to get rid of their bill, and we don\u2019t address required local effort. Some folks are going to be very disappointed because we don\u2019t. And a lot of these proposals, that\u2019s a big deal. Nothing that has been proposed so far prohibits a cost shift from municipalities going to fees instead of from taxes. We don\u2019t.
