PETERSBURG, Fla. \u2014 A crash at the end of the Howard Frankland Bridge heading southbound from Tampa into St. Petersburg is causing major delays Monday morning.\u00a0<\/p>\n<p>The crash happened around 8:30 a.m. on the Pinellas County side of the bridge, just before 4th Street N.
