He said the crimes had been initially reported to the Florida Department of Children and Families.<\/p>\nAccording to a Broward Sheriff\u2019s Office arrest report, the victim was found to be living in unsanitary conditions at his Hollywood condo and was diagnosed with a significant cognitive impairment in April 2024. Authorities said the senior had several other mental and physical health conditions as well.<\/p>\n
That June, investigators said the victim signed a quit claim deed for his unit, inherited from his parents four decades ago, to Shlafman\u2019s company, ID Investors, LLC. Deputies said he \u201clacked the capacity\u201d to do so knowingly.<\/p>\n
According to the BSO report, the deed specified that the victim \u201cwould be permitted to remain at the property for the rest of his life, provided he kept the unit clean.\u201d<\/p>\n
However, deputies said that the victim ended up being relocated to a mobile home in Dania Beach owned by an associate of Shlafman\u2019s, identified in the report as Zach Miednik. <\/p>\n
Authorities said Shlafman sold the condominium for $180,000 and the victim didn\u2019t get any of the net proceeds.<\/p>\n
Deputies said when they went to talk to the victim, they found that his trailer was in a \u201cdeplorable\u201d state, inside and out.<\/p>\n
Investigators said the man answered the door \u201cwearing only a shirt and a blanket wrapped around his body\u201d and when he let them in, they found the trailer \u201clittered with dirt and debris.\u201d<\/p>\n
\u201cThe dining room table contained uneaten food and the kitchen countertops were covered in food debris. The stove appeared inoperable, with three missing burners,\u201d BSO Detective Joseph Sommovigo wrote. \u201cThe refrigerator was empty, with what appeared to be frozen insects lining its interior walls. The pantry contained no food. One of the two bedrooms was completely empty. The other contained tangled sheets on the floor, a box spring, and a separate mattress, which appeared to have fecal stains.<\/p>\n
Authorities said the man showed signs of cognitive impairment and \u201ccould not initially recall how he ended up at the mobile home.\u201d<\/p>\n
When shown the quit claim deed and his signature, deputies said he told them, \u201cI don\u2019t remember signing this document.\u201d<\/p>\n
\u201cIt doesn\u2019t even look like my signature,\u201d he said, the report states.<\/p>\n
Authorities said he identified Shlafman as the mobile home\u2019s owner, saying, \u201cHe brought me here,\u201d but denied making any deal with him. Deputies said he identified Miednik as working for Shlafman, saying that Miednik \u201cspeaks to him daily and brings him food.\u201d<\/p>\n
\u201cWhen I visited the property, there was no food in the pantry, and some of the appliances appeared to be either not working or in poor condition,\u201d Sommovigo noted.<\/p>\n
Shlafman, born in the former Soviet Union, is now facing charges of elderly exploitation and unlawfully filing false documents. He was no longer listed in Broward jail records as of Tuesday.<\/p>\n
While Miednik doesn\u2019t show up in Broward court or jail records, the report states that he \u201cconspired\u201d with Shlafman and it indicates that he set to be charged as well.<\/p>\n
