{"id":221436,"date":"2026-04-07T02:40:23","date_gmt":"2026-04-07T02:40:23","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/221436\/"},"modified":"2026-04-07T02:40:23","modified_gmt":"2026-04-07T02:40:23","slug":"two-jea-board-positions-on-hold-during-investigations","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/221436\/","title":{"rendered":"Two JEA board positions on hold during investigations"},"content":{"rendered":"<p data-beyondwords-marker=\"985157ab-be39-4f25-95d6-63ad402d2009\">As multiple investigations linked to JEA continue, a Jacksonville City Council member has hit the pause button on two appointments to the utility\u2019s board of directors.\u00a0<\/p>\n<p data-beyondwords-marker=\"62751758-51c2-48d8-870c-cd026ed9e493\">Council Rules Chair Chris Miller says he won\u2019t take up the nominations for at least two weeks.\u00a0<\/p>\n<p data-beyondwords-marker=\"14c33258-46ff-46a8-8bae-e4edf5f93960\">Miller says council should not move forward with leadership changes until there\u2019s more clarity about  JEA\u2019s <a href=\"https:\/\/jaxtoday.org\/2026\/02\/24\/jea-board-backs-ceo-cavey\/\" rel=\"nofollow noopener\" target=\"_blank\">internal investigation<\/a> into workplace morale allegations as well as probes by the council\u2019s <a href=\"https:\/\/jaxtoday.org\/2026\/03\/11\/council-president-launches-jea-probe\/\" rel=\"nofollow noopener\" target=\"_blank\">special investigatory committee<\/a> and other local agencies.\u00a0<\/p>\n<p data-beyondwords-marker=\"ffcb7201-f0da-4cae-a218-1314424490ed\">\u201cIn my mind as the Rules chair, I thought it was smart, prudent for us to tap the brakes,\u201d Miller said at the beginning of Monday\u2019s Rules Committee meeting. \u201cLet\u2019s slow down a little bit and not affect the changes of leadership until we know a little bit more about what\u2019s going on.\u201d\u00a0<\/p>\n<p data-beyondwords-marker=\"3cae8f1c-6ca3-4a85-afb5-18e01f089a4d\">The nominations in questions are the reappointment of recent JEA board chair and retired U.S. Army Lt. Gen. <a href=\"https:\/\/jaxcityc.legistar.com\/LegislationDetail.aspx?ID=7942184&amp;GUID=AFF43D39-DAE2-4B54-933A-DFC20B93CA6B\" rel=\"nofollow noopener\" target=\"_blank\">Joseph DiSalvo<\/a> and <a href=\"https:\/\/jaxcityc.legistar.com\/LegislationDetail.aspx?ID=7942205&amp;GUID=549B3C4F-B9E6-4C34-969B-1D60889553A5\" rel=\"nofollow noopener\" target=\"_blank\">Randy Wyse<\/a>, former president of the Jacksonville Association of Fire Fighter.\u00a0<\/p>\n<p data-beyondwords-marker=\"ddb423b1-acce-4781-bf19-c378f3c55bdd\">Currently, there are at least four active investigations regarding JEA.<\/p>\n<p data-beyondwords-marker=\"02ac4f4b-866f-4cc3-b4a1-62b7d68cbd6e\">In March, City Council President Kevin Carrico launched the Council Special Investigatory Committee after he brought forward then-anonymous allegations of a toxic workplace culture created by CEO Vickie Cavey and pervasive racism.\u00a0<\/p>\n<p data-beyondwords-marker=\"f79c7552-9cb6-4e8c-917b-1e6427a23fce\">Since then, one employee has come forward \u2014 former Chief of Staff Kurt Wilson, who says there are other past and present in the senior leadership team who have experienced the behavior.\u00a0<\/p>\n<p data-beyondwords-marker=\"e905900e-3f6d-4a84-9db4-a26a5d9bc8ac\">To date, JEA\u2019s board, Mayor Deegan and several of JEA\u2019s field employees have spoken out in support of Cavey. After the council committee began, the JEA board decided an anonymous complaint triggered the utility\u2019s internal policy to investigate the allegations.<\/p>\n<p data-beyondwords-marker=\"227ea5f4-46d4-4703-a9ab-1e0e27a05165\">The committee also is working in tandem with the city\u2019s Office of Inspector General and the Council Auditor\u2019s Office on a decades-long policy that appears to have resulted in JEA under-collecting <a href=\"https:\/\/jaxtoday.org\/2026\/03\/23\/former-jea-exec-fees-an-issue\/\" rel=\"nofollow noopener\" target=\"_blank\">water capacity fees<\/a> from several commercial water customers. The council\u2019s investigatory committee is also holding hearings on that topic.\u00a0\u00a0<\/p>\n<p data-beyondwords-marker=\"9d0ece57-56a9-4bd3-b59f-417ac231fae0\">Carrico, who nominated Wyse, is also the subject of his own <a href=\"https:\/\/jaxtoday.org\/2026\/02\/26\/council-president-jea-controversy\/\" rel=\"nofollow noopener\" target=\"_blank\">subpoena request<\/a> by the 4th Circuit State Attorney Office related to his failed attempt in February to fill the JEA role with his boss, Boys &amp; Girls Club Boys &amp; Girls Club CEO Paul Martinez. Text messages show Carrico nominated his nonprofit leader to repay \u201ca big favor.\u201d<\/p>\n<p data-beyondwords-marker=\"d9488668-7bdb-4354-944b-5cd78e61fd26\">Rules Committee members made a point Monday to reaffirm their faith and support for Wyse\u2019s nomination. <\/p>\n<p data-beyondwords-marker=\"efc1f4df-1dd7-4dd3-9fc7-fd8e7945900b\">Mayor Donna Deegan nominated DiSalvo last month to serve a second, four-year term on the JEA board. He was one of the seven members brought on in April 2020 to replace the board that was in charge during the failed attempt to sell JEA in 2019.\u00a0<\/p>\n<p data-beyondwords-marker=\"4b412b0e-e8d0-4022-9286-53aa5b674782\">The decision to defer the bills came from Miller, not Carrico.\u00a0<\/p>\n<p data-beyondwords-marker=\"cda84388-f3ac-4ed5-a311-aed18bbb3657\">\u201cAs you all know, there\u2019s a lot going on. To say there\u2019s a lot going on with JEA right now is a gross understatement,\u201d Miller said. \u201cThere\u2019s a lot going on internally with their leadership, with surveys, as well as from the City Council special committee perspective. There\u2019s even some things going on at other levels \u2014 and other agencies here locally regarding different actions, some appointments and other things that have occurred.\u201d\u00a0<\/p>\n<p>Investigation timetable\u00a0<\/p>\n<p data-beyondwords-marker=\"5eb0ea5e-ceb6-4046-8e6f-5aa1fd8defe0\">Miller said, for now, he intends to defer the nominations only until the next time the Rules Committee meets \u2013 scheduled for April 20. But that could change. Miller said he hoped employee survey results \u2014 one being conducted by the council\u2019s investigatory committee and the other internally by the utility\u2019s board \u2013 could help the council\u2019s decision.\u00a0<\/p>\n<p data-beyondwords-marker=\"2a437733-04f3-41a0-8d38-596d28cb0c2e\">But council member Ron Salem, who chairs the investigatory committee, said Monday that those survey results could be \u201cseveral weeks away.\u201d<\/p>\n<p data-beyondwords-marker=\"2986f9f8-71d6-450a-8c32-d1c8d0125881\">DiSalvo and Salem\u2019s relationship has deteriorated since February. DiSalvo says he\u2019s been frustrated with the council\u2019s efforts to interject itself in internal personnel issues at JEA \u2014 an independent city agency.\u00a0<\/p>\n<p data-beyondwords-marker=\"13bae846-125a-4ef1-a843-8c15d25206e4\">He would not allow Salem \u2014 who is council liaison to JEA \u2014 to speak at the utility\u2019s board meeting in February. He also declined to provide Salem information during a board meeting April 2 about the anonymous complaint that led to JEA\u2019s internal probe.<\/p>\n<p data-beyondwords-marker=\"00c2e534-280a-4084-bb32-1fb4a5745e35\">\u201cHe\u2019s trying to find out who exactly the complainant is. That\u2019s none of his businesses. That\u2019s an HR issue,\u201d DiSalvo said to new reporters about Salem\u2019s questions after the board meeting.<\/p>\n<p data-beyondwords-marker=\"94a1b9ee-5bf7-41ce-88b2-fbc5dd3156c7\">On Monday, council member Michael Boylan praised Miller\u2019s deferral but urged him to hold it further if there was still uncertainty.<\/p>\n<p data-beyondwords-marker=\"1290fe22-753b-42a0-8706-295b43100dfa\">There have been calls by others on council to hold off on Wyse\u2019s and DiSalvo\u2019s confirmation hearings until the investigations are over.<\/p>\n<p data-beyondwords-marker=\"e49dba3f-9878-4d36-b808-d6108ee8df4a\">\u201cIn light of JEA governance issues, City Council should pause JEA appointments to the board until investigations by the State Attorney and Inspector General are complete,\u201d council member Matt Carlucci said in a written statement to Jacksonville Today on March 27.\u00a0<\/p>\n<p data-beyondwords-marker=\"a6ab141b-240c-4f3b-8e56-83ce4c197570\">Phil Perry, the city\u2019s chief communications office, said Monday that the mayor supports deferring the nominations \u201cin line with (council member) Carlucci.\u201d\u00a0\u00a0<\/p>\n<p data-beyondwords-marker=\"61ff34da-e59c-41d9-97bb-bcdad7c7d1f3\">Council Vice President Nick Howland, who could be elected the council\u2019s next president and inherit the council\u2019s JEA investigation, also supported Miller\u2019s decision.\u00a0<\/p>\n<p data-beyondwords-marker=\"e3740890-86d3-4076-9ecc-ca23337ee9bb\">\u201cThere\u2019s a lot going on at JEA right now \u2014 several issues. I think none of them are insurmountable,\u201d Howland said. \u201cBut there\u2019s a lot of drama right now. I think we should make decisions when we can cut the drama out and decide based on facts and evidence.
