As Congress inches toward another government shutdown over immigration\u00a0enforcement, Tallahassee leaders and students are weighing what a federal funding lapse could mean for a city anchored by state government and two major universities.\u00a0<\/p>\n
Senate Democrats have signaled they will not support a funding package unless there are changes to\u00a0how ICE\u00a0operates, demanding new safeguards, including unmasking officers, requiring them\u00a0to show\u00a0identification\u00a0and obtaining warrants from judges before certain operations.\u00a0<\/p>\n
As\u00a0Republicans and Democrats in Washington argue over whether to condition funding on stricter limits for ICE, Tallahassee is left to game out what another shutdown would mean on the ground. For\u00a0a capital city that leans on federal grants, houses thousands of students and\u00a0has already\u00a0seen immigration raids, the fight\u00a0isn\u2019t\u00a0abstract, but more of a test\u00a0of how far leaders will\u00a0go to rein in enforcement without sacrificing workers,\u00a0classrooms\u00a0and\u00a0basic\u00a0stability.\u00a0\u00a0<\/p>\n
For Dr. Victor Eno, an associate professor of political science at Florida A&M University, the immediate concern is not classrooms going dark but strain on programs that depend on federal dollars.\u00a0\u00a0<\/p>\n
\u201cIf the shutdown gets prolonged, of course there will be a shortfall of funds and those institutions will find that shortfall is affecting programming,\u201d Eno said, adding that universities may need to \u201cfind money to fill the gap while waiting for DHS funding to be released.\u201d\u00a0<\/p>\n
\u00a0While he does not believe that courses themselves will be hit right away, he warns that grant-supported programs and initiatives may feel the pinch on operations over time.\u00a0\u00a0<\/p>\n
A couple\u00a0of miles\u00a0over at City Hall, City Commissioner Jeremy Matlow said Tallahassee\u2019s basic operations are\u00a0somewhat self-sustaining\u00a0because most city functions are funded through local tax revenues rather than federal appropriations.\u00a0\u00a0<\/p>\n
\u201cWe are a bit isolated from a government shutdown \u2026 we\u2019re not quite as much at risk of really affecting our day-to-day operations,\u201d he said.\u00a0<\/p>\n
\u00a0The people he worries about first are federal workers who may be told to go home without knowing when their next paycheck will arrive.\u00a0\u00a0<\/p>\n
Matlow also sees the standoff as a judgment on ICE\u2019s tactics, including recent raids at Tallahassee construction sites that swept up more than 100 workers.\u00a0\u00a0<\/p>\n
\u201cWhat we\u2019ve seen in Minneapolis or even really in Tallahassee when they were raiding construction sites, I think is unacceptable,\u201d he said. \u201cI do think there needs to be an effort, and it\u2019s worth a shutdown needed to rein ICE in.\u201d\u00a0\u00a0<\/p>\n
Additionally, he cautioned that the DeSantis administration\u2019s willingness to pour tens of millions of state dollars into immigration enforcement could leave Florida taxpayers exposed if federal reimbursements are not received.\u00a0\u00a0<\/p>\n
For students, the debate in Washington lands closer to home. Karah Antoine, a political science major, said she sees education, especially in Black communities, as the most\u00a0important resource\u00a0people have to navigate crises like shutdown politics.\u00a0<\/p>\n
\u00a0\u201cIf this generation and the generations that follow remain educated in truth, keeping people aware and alert is what\u2019s best for the future,\u201d she said.
