{"id":24110,"date":"2025-10-28T19:37:12","date_gmt":"2025-10-28T19:37:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/24110\/"},"modified":"2025-10-28T19:37:12","modified_gmt":"2025-10-28T19:37:12","slug":"with-a-high-profile-sexual-harassment-scandal-now-public-city-hall-culture-under-ken-welch-is-again-in-the-spotlight","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/24110\/","title":{"rendered":"With a high-profile sexual harassment scandal now public, City Hall culture under Ken Welch is again in the spotlight"},"content":{"rendered":"<p class=\"p1\" style=\"text-align: justify;\">It\u2019s no secret that workplace culture under St. Petersburg Mayor Ken Welch has been questionable.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">The writing was on the wall less than one year into his administration, when his then-Deputy Mayor <a href=\"https:\/\/floridapolitics.com\/archives\/553586-st-pete-deputy-mayor-resigns-after-being-accused-of-bullying\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">resigned<\/a> amid <a href=\"https:\/\/www.tampabay.com\/news\/st-petersburg\/2022\/09\/01\/st-petersburg-city-communications-director-resigns-immediately-citing-bullying\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">allegations<\/a> of creating a culture of hostility and retribution. Welch claimed he didn\u2019t know about those issues. But shortly after, a leaked <a href=\"https:\/\/x.com\/PeterSchorschFL\/status\/1565704286079787015?s=20&amp;t=IM_lrnjoiHfC3V5eVEcoiw\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">letter from campaign staffers<\/a> given to him before he was even elected showed he absolutely did.<\/p>\n<p style=\"text-align: justify;\">And that wasn\u2019t the only turnover. The senior staff member who leveled the allegations against former Deputy Mayor Stephanie Owens, former Communications Director Janelle Irwin Taylor (who, full disclosure, is now a senior staff member for Florida Politics) resigned due to the culture she divulged. And her successor, Bay News 9 reporter Erica Riggins, <a href=\"https:\/\/www.tampabay.com\/news\/st-petersburg\/2024\/04\/05\/erica-riggins-mayor-welch-spokesperson-bay-news-9\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">left her post<\/a> after less than two years. Former Marketing Director Nina Mahmoudi also left her job.<\/p>\n<p style=\"text-align: justify;\">And the city\u2019s longtime fire chief, Jim Large, <a href=\"https:\/\/www.fox13news.com\/news\/st-pete-fire-chief-jim-large-retiring\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">retired last March after reports<\/a> that Large created a culture of bullying and discrimination during his then-17 years leading the city\u2019s fire department. He was placed on administrative leave during an investigation, but ultimately reinstated after the Welch administration found allegations were unsubstantiated. Later, a photo surfaced of Large holding a mug that said, \u201cgo ahead, call HR.\u201d His retirement was announced shortly thereafter.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">Then there were reports of Welch\u2019s work-from-home mentality, showing he was <a href=\"https:\/\/www.tampabay.com\/news\/st-petersburg\/2022\/10\/26\/is-being-mayor-st-petersburg-floridas-fifth-largest-city-remote-job\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">at City Hall on just 34% of regular workdays<\/a> during his first eight months in office.<\/p>\n<p><a href=\"https:\/\/www.uber.com\/us\/en\/ride\/safety\/campus-safety\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-753996 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/728X90_Campus-Safety-1.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p class=\"p1\" style=\"text-align: justify;\">Adding insult to injury, the same investigation found that as Hurricane Ian approached Florida in 2022, Welch chose not to stay at the Emergency Operations Center at the St. Petersburg Police Department, opting instead to go home while his top staff left their own families to sleep at the facility.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">There\u2019s an awful lot that has happened since then \u2014 a <a href=\"https:\/\/floridapolitics.com\/archives\/748721-st-pete-officially-terminates-stadium-deal-with-tampa-bay-rays\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">failed stadium deal<\/a> with the Tampa Bay Rays, \u201c<a href=\"https:\/\/floridapolitics.com\/archives\/704834-is-ken-welch-hiding-in-one-of-his-welch-piles-maybe-not-but-for-the-people-of-shore-acres-he-might-as-well-be\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Welch Piles<\/a>,\u201d his <a href=\"https:\/\/floridapolitics.com\/archives\/755788-state-limits-citys-ability-to-replace-street-art\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">weak response<\/a> to the state\u2019s demand that street murals be removed \u2014 but the latest is perhaps the worst, at least when viewed in the context of an administration that seems to keep finding itself in turmoil.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">A high-level staff member has now been <a href=\"https:\/\/floridapolitics.com\/archives\/762411-brian-caper-a-leader-on-st-petes-canceled-rays-stadium-deal-resigns-amid-verified-sexual-harassment-allegations\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">forced to resign<\/a> amid credible accusations of sexual harassment, the details of which are disturbing and, well, gross.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">To be sure, the guilty party here is most definitely Brian Caper, the city\u2019s former Managing Director of Economic and Workforce Development who resigned last week after a female subordinate filed a complaint with HR alleging a troubling history of sexually charged comments, inappropriate communication and unprofessional, often after-hours comments about other city employees.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">But what implicates Welch in this is both the inaction to address concerns that had already been levied and the culture created that seems to be allowing unprofessionalism to run unchecked at City Hall.<\/p>\n<p><a href=\"https:\/\/www.jimforcongress.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-756307\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/JS-728x90-1.png\" alt=\"\" width=\"729\" height=\"91\"\/><\/a><\/p>\n<p class=\"p1\" style=\"text-align: justify;\">The specific allegations from the complainant, whose name Florida Politics is not releasing due to privacy concerns for the victim, are disturbing enough. Text messages provided as part of the sexual harassment investigation show Caper tracking the complainant after hours and inappropriately commenting on her whereabouts, declaring his love for her \u2014 he later said it wasn\u2019t romantic love, but admitted being attracted to the employee (and, it\u2019s worth noting, Caper is married) \u2014 and consistently making sexually-based comments.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">But it\u2019s the allegations that weren\u2019t pursued that are perhaps the most damning not just to Caper, but to Welch.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">Another employee, whose name Florida Politics is also redacting to protect her privacy, resigned in late 2022 due to Caper\u2019s inappropriate conduct, which she outlined in her resignation letter. The investigative report findings show that the employee reported Caper\u2019s toxic conduct, which she wrote included body-shaming women, defaming leadership and maliciously manipulating colleagues\u2019 reputations for his own benefit. But she said management not only overlooked it, they promoted him.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">To be clear, Welch was Mayor at that time. If he wasn\u2019t aware of the employee\u2019s allegations, presented in a resignation letter, he should have been. A good leader sets a tone that makes employees feel safe to present grievances. The investigative report suggests no such culture exists at St. Pete City Hall, despite Welch\u2019s claim in response to the report that the city \u201ctakes any allegations of harassment or inappropriate behavior very seriously.\u201d<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">But it doesn\u2019t stop there. The same investigative report included transcripts of text messages Caper had sent to the complainant supporting the other employee\u2019s claims. And those texts suggest one of Welch\u2019s top-level administrators is also setting a toxic tone at City Hall.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">A series of text messages show Caper describing City Development Administrator James Corbett as someone who drinks excessively and fraternizes with female employees. Corbett is married. In fairness to Corbett, these are unsubstantiated allegations from a disgraced former city employee, but the number of text messages referencing Corbett\u2019s behavior at least warrant looking into.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">In one text outlined in the HR report, Caper wrote that Corbett was holding hands with a female employee \u201cat the bar.\u201d The employee is named in the report, but Florida Politics is protecting her privacy.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">In another, Caper wrote that \u201cJames eventually got overserved and it turned into daycare.\u201d<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">In another, he wrote that \u201cJames was already smashed when I got there so hopefully he\u2019ll be more capable than he let on.\u201d<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">Still another said in apparent reference to a work trip to Atlanta that \u201clots of people were sloshed when I got here,\u201d adding that \u201cJames and (redacted) showed up to dinner and started pounding drinks.\u201d<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">If there\u2019s any truth at all to Caper\u2019s many text messages outlining Corbett\u2019s drinking habits with city employees, that\u2019s not just on Corbett \u2014 the buck stops with his boss, Welch, who promoted him as one of his first acts as Mayor.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">Before taking office in early 2022, Welch <a href=\"https:\/\/floridapolitics.com\/archives\/484744-ken-welch-announces-staff-hires-promotes-long-term-city-employees\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">promoted Corbett<\/a> to Neighborhood Affairs Administrator from his previous role as Codes Compliance Director. Later that year, <a href=\"https:\/\/www.stpete.org\/news_detail_T30_R391.php#:~:text=Print%20this%20page-,St.,the%20new%20City%20Development%20Administrator\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Corbett was named<\/a> City Development Administrator, technically a lateral move, but one that is perceived to include more responsibility.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><a href=\"https:\/\/www.tampabay.com\/news\/st-petersburg\/2022\/08\/16\/ethics-complaint-filed-against-st-petersburg-mayor-ken-welch-over-appointment\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Corbett is Welch\u2019s cousin<\/a>.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">Taken individually, none of the headlines that have plagued the Welch administration over the past nearly four years would be especially concerning regarding Welch. Taken collectively, it paints a troubling picture of an administration in chaos, and one that is too busy putting out fires than making the progress Welch ran on.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">He hasn\u2019t filed yet, but Welch has said he\u2019s seeking re-election next year. As the incumbent, he\u2019s the assumed front-runner.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">Already, City Council member Brandi Gabbard, a respected public servant and local Realtor, has said she <a href=\"https:\/\/floridapolitics.com\/archives\/760556-brandi-gabbard-commits-to-challenge-ken-welch-for-mayor\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">plans to run against Welch<\/a>. She\u2019s a credible candidate, to be sure. As a moderate Democrat and a known supporter of property rights, she has the political bona fides to capture support from the city\u2019s liberal base, and give <a href=\"https:\/\/floridapolitics.com\/archives\/756511-ben-diamond-might-not-have-defeated-ken-welch-but\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">enough comfort<\/a> to its conservative constituency to back her over an incumbent plagued by plenty of negatives.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">And it looks like she won\u2019t be the only one challenging Welch. Charlie Crist, a former Governor and former U.S. Representative, is reportedly <a href=\"https:\/\/www.tampabay.com\/news\/st-petersburg\/2025\/10\/15\/st-petersburg-mayor-charlie-crist-ken-welch-election-2026\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">mulling a bid himself<\/a>.<\/p>\n<p>Former state Rep. Ben Diamond had seriously considered running, though he <a href=\"https:\/\/floridapolitics.com\/archives\/753729-ben-diamond-will-not-run-for-st-pete-mayor\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">ultimately chose not to<\/a>.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">Incumbents don\u2019t draw intraparty opposition \u2014 let alone twice over \u2014 unless they are <a href=\"https:\/\/floridapolitics.com\/archives\/757426-poll-ken-welch-above-water-but-storm-surge-threatens-to-overtake-him\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">unpopular<\/a>.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">If Welch is going to survive next year\u2019s election, he\u2019s going to need to stop giving his opposition fodder.<\/p>\n","protected":false},"excerpt":{"rendered":"It\u2019s no secret that workplace culture under St. Petersburg Mayor Ken Welch has been questionable.
