He is now among numerous candidates who have filed to succeed term-limited Mayor <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/jane-castor\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Jane Castor<\/a>.<\/p>\n<p style=\"text-align: justify;\">Representing South Tampa\u2019s District 4 since 2019, Carlson combines public service experience with a background in communications and global consulting. He is President of <a href=\"https:\/\/tuckerhall.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Tucker\/Hall<\/a>, one of Florida\u2019s leading public affairs firms, and has spent more than three decades advising businesses, governments and civic organizations \u2014 including <a href=\"https:\/\/www.billcarlson.com\/refund-policy\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">work overseas and leadership roles<\/a> in international consulting networks.<\/p>\n<p style=\"text-align: justify;\">That global perspective and formal training at Harvard\u2019s Kennedy School has shaped his approach to local governance. His willingness to challenge both the current administration and past leadership has made him a frequent dissenting voice on the Council, but also a consistent presence in key policy debates and a voice for those critical of Tampa establishment politicians.<\/p>\n<p style=\"text-align: justify;\">That approach has translated into political durability. Carlson won his initial 2019 race outright in a crowded field and secured re-election in 2023 despite being significantly outspent.<\/p>\n<p><a href=\"https:\/\/www.cavalrystrategies.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/35430585-724C-4774-BF52-F6A1E4F0D36C.png\" alt=\"\" width=\"728\" height=\"90\" class=\"alignnone size-full wp-image-306946\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">He is also deeply embedded in Tampa\u2019s civic crowd, co-founding <a href=\"https:\/\/cafecontampa.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Caf\u00e9 con Tampa<\/a> \u2014 which is a widely attended community forum \u2014 the <a href=\"https:\/\/tampaartsalliance.org\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Tampa Arts Alliance<\/a> and the <a href=\"https:\/\/www.facebook.com\/YborArts\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Ybor City Ad Hoc Arts Group<\/a>. He also serves on, or contributes to, a range of business and cultural boards across the region, including the Tampa Chamber, the Florida Chamber, the Hillsborough Education Foundation, the Florida Museum of History, Florida House DC, the Florida Chamber Foundation, Florida TaxWatch, and the Dali Museum.<\/p>\n<p style=\"text-align: justify;\">\u201cWhat sets Bill apart is that his impact isn\u2019t limited to City Council. He\u2019s built relationships across Tampa Bay\u2019s business community, invested in its neighborhoods, and shown up consistently for both. That breadth of influence is rare,\u201d political consultant Barry Edwards said.<\/p>\n<p style=\"text-align: justify;\">At the same time, his influence has not been without controversy. A <a href=\"https:\/\/floridapolitics.com\/archives\/788707-bill-carlson-appoints-trumpette-who-serves-dark-money-org-supporting-him-to-budget-advisory-board\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">self-described progressive<\/a>, and a favorite among Tampa\u2019s politically progressive voting block, Carlson has built alliances and drawn support from across the ideological spectrum. Carlson\u2019s recent appointments to the city\u2019s Budget Advisory Board \u2014 including individuals with ties to conservative political organizations \u2014 have drawn critique.\u00a0<\/p>\n<p style=\"text-align: justify;\">Carlson enters an already crowded field that includes current City Council member <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/lynn-hurtak\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Lynn Hurtak<\/a> and several lesser-known candidates, though the race is widely expected to center on a contrast to former Mayor <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/bob-buckhorn\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Bob Buckhorn\u2019s<\/a> institutional backing.<\/p>\n<p style=\"text-align: justify;\">Even as the race begins to take shape, Carlson\u2019s position on the Council ensures he remains one of the most consequential political figures in Tampa. At No. 19, Carlson\u2019s influence is built on his ability to shape debates, build coalitions, and gain traction in a mayoral race that could determine Tampa\u2019s direction for years to come.<\/p>\n<p><a href=\"http:\/\/www.florida.gop\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-764247 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/11\/Ads-RPOF-Newsletter_728x90.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">___<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">As for methodology, the Tampa Bay region is defined as Pinellas, Hillsborough and Pasco counties, with Hernando, Polk and Sarasota included when their elected officials impact Pinellas or Hillsborough.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">A politician is defined as someone currently in office or actively running for office.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">Panelists ranked their Top 25, with a first-place vote earning 25 points, second place earning 24, and so on down to 1 point for 25th.
