Commissioners said the extended timeframe could help reduce overall construction costs, limit reliance on property taxes and allow the county to complete large-scale capital projects more efficiently.\u00a0<\/p>\n<p style=\"text-align: left;\">The sales tax, first approved by voters in 1994, has historically been renewed in shorter increments. After a follow-up presentation and additional discussion, the board shifted to support a 20-year extension.\u00a0<\/p>\n<p style=\"text-align: left;\">Commissioner Bill Truex, a builder, said the longer term could provide cost certainty in an environment of rising construction prices. He said extended funding commitments may make projects more attractive to contractors and create opportunities to secure more favorable pricing.\u00a0<\/p>\n<p style=\"text-align: left;\">The 1% sales tax applies to most retail purchases but is capped at the first $5,000 of any transaction. It generally excludes groceries, prescription drugs and certain services. Of the total revenue collected, 10% is distributed to the city of Punta Gorda, which maintains its own list of capital improvement projects.\u00a0<\/p>\n<p style=\"text-align: left;\">County officials estimate the tax generates about $37.6 million annually. A 15-member citizen advisory committee spent nine months reviewing and prioritizing the list, which is divided into Tier 1 and Tier 2 categories based on urgency and importance.\u00a0<\/p>\n<p style=\"text-align: left;\">Among the largest proposed projects is a new Cultural Center with an estimated cost of $61.2 million. The original Cultural Center, which opened in the early 1960s, served as a longtime community hub before closing in 2021. The facility sustained severe damage during Hurricane Ian in 2022 and was permanently shuttered, though the adjoining library remained open. Public input gathered during the planning process indicated strong demand for rebuilding the center.\u00a0<\/p>\n<p style=\"text-align: left;\">Other major proposals include a $42 million Mid-County annex building, a parking garage at the Charlotte Harbor Event and Conference Center, new and renovated fire stations, and a West County Community Library. The plan also allocates $25 million for school and career programs, $26.3 million for water quality improvements and funding for new parks in Burnt Store and Englewood, along with upgrades to existing parks and athletic fields.\u00a0<\/p>\n<p style=\"text-align: left;\">Public safety investments include an $11.85 million Public Safety Academy to train fire and EMS personnel, a new District 6 office for the Charlotte County Sheriff\u2019s Office in South County and renovations to the county jail.\u00a0<\/p>\n<p style=\"text-align: left;\">Transportation improvements account for a significant portion of the proposed spending. Roadway projects, estimated at $158.5 million, include widening Harborview and Edgewater roads in Port Charlotte and constructing a connection along the Burnt Store Road East\/North corridor. Additional funds are designated for bicycle and pedestrian infrastructure.\u00a0<\/p>\n<p style=\"text-align: left;\">Parking capacity at the Charlotte Harbor Event and Conference Center also emerged as a priority. County officials said some events have not been booked due to limited on-site parking. The proposed garage would add approximately 325 spaces to the existing 240, which includes accessible ADA parking. The venue has a general assembly capacity of 1,800.\u00a0<\/p>\n<p style=\"text-align: left;\">County leaders say the proposed investments are driven in part by continued population growth. He noted that an estimated 20% to 30% of the tax is paid by nonresidents, including visitors, who contribute to funding infrastructure and services they use while in the county.\u00a0<\/p>\n<p style=\"text-align: left;\">The ordinance to place the referendum on the ballot is scheduled for adoption at a May 4 hearing at the Charlotte County Administration Center, 18500 Murdock Circle, in Port Charlotte.
