{"id":245068,"date":"2026-04-24T17:45:33","date_gmt":"2026-04-24T17:45:33","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/245068\/"},"modified":"2026-04-24T17:45:33","modified_gmt":"2026-04-24T17:45:33","slug":"questions-linger-over-st-petes-city-led-165m-municipal-marina-overhaul-plan","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/245068\/","title":{"rendered":"Questions linger over St. Pete\u2019s city-led $165M municipal marina overhaul plan"},"content":{"rendered":"<p style=\"text-align: justify;\">St. Petersburg is pressing forward with a roughly $165 million overhaul of the city\u2019s <a href=\"https:\/\/www.stpete.org\/residents\/parking___transportation\/marina.php\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">municipal marina<\/a>, but questions remain about how the project will be fully funded and the potential displacement of a waterfront restaurant and liveaboard tenants.<\/p>\n<p style=\"text-align: justify;\">City staff outlined a phased approach to rebuilding the marina \u2014 which is located adjacent to the St. Pete Pier \u2014 during a <a href=\"https:\/\/www.stpete.org\/government\/boards___committees\/public_services_and_infrastructure_committee.php\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Public Service and Infrastructure Committee<\/a> presentation this week.<\/p>\n<p style=\"text-align: justify;\">The effort was first proposed as a public-private partnership, but plans have since changed. Mayor <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/ken-welch\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\">Ken Welch<\/a>\u2018s administration selected Safe Harbor for the project in 2023 but ended negotiations in June after the company was acquired by new ownership in February, according to reporting from Mark Parker of <a href=\"https:\/\/stpetecatalyst.com\/st-petersburg-terminates-municipal-marina-redevelopment-deal\/#:~:text=Long%2Dawaited%20plans%20to%20breathe,previously%20proposed%20%2448%20million%20project.\" target=\"_blank\" rel=\"noopener noreferrer external nofollow\" data-wpel-link=\"external\">St. Pete Catalyst<\/a>.<\/p>\n<p style=\"text-align: justify;\">Officials have since pivoted to a city-led effort focused on a larger scope of work that have ballooned costs up to $165 million, contrasting the proposal with prior developer-led plans that ultimately fell through.\u00a0Staff said the city is designing the marina as a long-term public asset, rather than a shorter-term private investment.<\/p>\n<p style=\"text-align: justify;\">\u201cWe\u2019re doing a full sea wall replacement, plus we\u2019re replacing the <a href=\"https:\/\/www.stpeteparksrec.org\/parks___facilities\/demens_landing_park.php\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Demens Landing<\/a> Bridge for $54 million,\u201d Engineering Director Brejesh Prayman emphasized during Thursday\u2019s committee meeting.<\/p>\n<p><a href=\"https:\/\/katforcongress.com\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-748563 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/KatCammack-DigitalAds-floridaPolitics-2025-728x90-1.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">No votes were cast at the meeting, and the proposal will still return to the committee in the future before advancing to consideration from the full City Council. Despite general support, some Council members on the committee raised concern about a funding gap for the project and the displacement of a decades-old restaurant. <\/p>\n<p style=\"text-align: justify;\">The city\u2019s approach relies on a phased construction model, with officials saying they do not intend to seek approval for the full $165 million project at once. However, only about $65 million funding has been identified, with the remainder expected to be supported through marina-generated revenue and other funding sources.<\/p>\n<p style=\"text-align: justify;\">District 2 Council member <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/brandi-gabbard\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Brandi Gabbard<\/a> questioned whether the city could realistically complete the project without overextending itself. She indicated that she may end up the lone \u201cno\u201d vote on the project.<\/p>\n<p style=\"text-align: justify;\">\u201cThe total is $165 million, okay, so what\u2019s going to happen in 2032 if we\u2019re moving forward and we don\u2019t have that money anymore, that money\u2019s been exhausted,\u201d Gabbard said. \u201cWhere are we planning on getting the money to complete this project?\u201d<\/p>\n<p style=\"text-align: justify;\">Staff indicated plans to use marina revenue to cover the debt service for the project, but Gabbard remained concerned that the revenue could fall short \u2014 necessitating additional city funding in the future from other sources.<\/p>\n<p><a href=\"https:\/\/www.anheuser-busch.com\/newsroom\/anheuser-busch-investing-in-jacksonville-facilities-to-drive-local-economic-growth\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-772090 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/01\/Jacksonville_728x90.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">\u201cI\u2019m still not there with us doing this project, myself, so it\u2019s going to take a lot of work to get me there. I might be your only \u2018no\u2019 and that\u2019s okay. You all know how to count votes, so you know, do with that what you will. But I am very skeptical,\u201d Gabbard said.<\/p>\n<p style=\"text-align: justify;\">District 6 Commissioner <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/gina-driscoll\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Gina Driscoll<\/a> pointed to a long-standing waterfront restaurant that could be displaced during construction. She did not name the restaurant, but the fate of <a href=\"https:\/\/www.frescoswaterfront.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Fresco\u2019s Waterfront Bistro<\/a> has been long tied to project plans.<\/p>\n<p style=\"text-align: justify;\">\u201cI have a lot of concern for this restaurant being displaced, this is a restaurant that\u2019s been in business for more than 20 years,\u201d Driscoll said. \u201cI really need to learn more about how we\u2019re going to work with their restaurant in terms of helping with relocation during the construction process. We do need to have something there, and I want to make sure that we\u2019re being respectful and honoring a longtime tenant.\u201d<\/p>\n<p style=\"text-align: justify;\">She also raised concerns about liveaboard residents who could be affected by phased construction, warning that some may have nowhere else to go if displaced.<\/p>\n<p style=\"text-align: justify;\">\u201cWe\u2019ve got to make sure that you\u2019re leaving enough room to accommodate everyone, in particular liveaboard\u2019s who would be displaced.
