{"id":245139,"date":"2026-04-24T18:53:13","date_gmt":"2026-04-24T18:53:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/245139\/"},"modified":"2026-04-24T18:53:13","modified_gmt":"2026-04-24T18:53:13","slug":"state-dei-ban-sets-up-collision-with-st-pete-equity-agenda-forces-tampa-to-rethink-key-roles","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/245139\/","title":{"rendered":"State DEI ban sets up collision with St. Pete equity agenda, forces Tampa to rethink key roles"},"content":{"rendered":"<p style=\"text-align: justify;\" data-start=\"528\" data-end=\"796\">A newly signed state law targeting diversity, equity and inclusion (DEI) programs is on a collision course with local governments in St. Petersburg and Tampa, where existing initiatives, staff roles and community-facing programs could run afoul of sweeping new restrictions.<\/p>\n<p style=\"text-align: justify;\" data-start=\"528\" data-end=\"796\">Gov. <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/ron-desantis\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Ron DeSantis<\/a> this week signed <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/1134\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">SB 1134<\/a>, prohibiting counties and municipalities from <a href=\"https:\/\/floridapolitics.com\/archives\/792209-local-dei-killshot-desantis\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">funding, promoting or taking official action related to DEI<\/a>\u00a0while also voiding existing programs, policies and ordinances tied to those efforts.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1044\" data-end=\"1522\">The new law sets up a direct collision in St. Petersburg and a more complex restructuring challenge in Tampa. St. Pete has long maintained a dedicated department formerly known as the Office of Equity that has been renamed, and multiple roles focused on advancing inclusion across city policy and programming including positions such as an <a href=\"https:\/\/www.stpete.org\/news_detail_T30_R1542.php\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">LGBTQ+ Liaison<\/a>.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1044\" data-end=\"1522\">Meanwhile, Tampa has only more recently formalized diversity leadership through a <a href=\"https:\/\/www.tampa.gov\/news-group\/news-mayor-office?page=8#:~:text=City%20of%20Tampa%20Administrator%20and,Story%20for%20Florida%20Emancipation%20Day\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Chief Diversity Officer<\/a> role and expanded community-focused initiatives within its administrative structure.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1524\" data-end=\"1855\">The law also increases pressure on local leaders to comply. Any municipal official who violates the law could face removal from office, while residents are authorized to sue local governments over violations. The law takes effect Jan. 1, giving local governments a limited window to evaluate and potentially restructure operations.<\/p>\n<p><a href=\"https:\/\/www.uspmi.com\/?utm_campaign=buy-US_HnB_DIS_FY_26_Local_Regulatory\/EA&amp;utm_source=floridapolitics.com_pmisfv|lpp|nondco|ss|ros-website-banners&amp;utm_medium=paiddisplayandvideo&amp;utm_b=Heat+Not+Burn+Category&amp;utm_c=US&amp;utm_ptid=MAR&amp;utm_id=buy&amp;utm_pid=AWA_DISC&amp;utm_l=en-us&amp;utm_stid=CHN&amp;utm_cgid=(notset)&amp;utm_content=StandardDisplay_1x1_en-us_ROS_Website_Banners_1x1&amp;utm_p=ROS_floridapolitics.com_pmisfv|lpp|nondco|ss|ros-website-banners&amp;utm_dwh_id=p01c12o03d02s3mUSk01y21z05\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-789565 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/04\/728x90_Static-1.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\" data-start=\"1857\" data-end=\"2126\">St. Petersburg Mayor <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/ken-welch\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Ken Welch<\/a>, who is up for re-election before that deadline, has not responded to multiple requests for comment from Florida Politics about how the city plans to comply. State law would only force changes under his administration if he is re-elected.<\/p>\n<p style=\"text-align: justify;\" data-start=\"2128\" data-end=\"2292\">Tampa Mayor <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/jane-castor\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Jane Castor\u2019s<\/a> Office also declined comment, with a spokesperson saying only that the city is \u201cfollowing state law\u201d but providing no further information.<\/p>\n<p style=\"text-align: justify;\" data-start=\"3861\" data-end=\"4058\">The measure could also have a chilling effect on businesses or organizations seeking government contracts or grants, as they must now certify they will not use taxpayer dollars for DEI initiatives.<\/p>\n<p style=\"text-align: justify;\" data-start=\"2981\" data-end=\"3392\">Some changes have quietly begun behind the scenes. St. Petersburg\u2019s Office of Equity was renamed as the <a href=\"https:\/\/www.stpete.org\/connect_with_us\/directories\/urban_affairs.php\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Office of Community Impact<\/a> late last year, according to reporting from Colleen Wright of the <a href=\"https:\/\/www.tampabay.com\/news\/st-petersburg\/2025\/09\/17\/st-petersburg-diversity-equity-doge-city-council-dei\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Tampa Bay Times<\/a>. The Office of Supplier Diversity was also renamed as the Office of Supplier Development, but those offices still face scrutiny despite the recent name changes.<\/p>\n<p style=\"text-align: justify;\" data-start=\"4060\" data-end=\"4325\">It is not the first time Welch has had to respond to the impact of culture wars on St. Petersburg. After the state ordered the removal of Pride and Black History-themed street murals, city leaders explored alternative ways to maintain those expressions of identity.<\/p>\n<p><a href=\"https:\/\/www.shutts.com\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-740415 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/FLPolitics-May-2025-728x90-1-scaled-e1748483753690.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\" data-start=\"4327\" data-end=\"4788\">Welch \u2014 who has made equity a core pillar of his administration \u2014 at the time acknowledged the limits of defying state authority, citing potential risks to millions in funding if the city refused to comply. The city ultimately installed a series of Pride-inspired bike racks as a symbolic response, a move that drew criticism from some members of the LGBTQ+ community and has since surfaced as a less-reported political issue in the St. Petersburg mayoral race.<\/p>\n<p style=\"text-align: justify;\" data-start=\"4790\" data-end=\"5106\">He was heavily criticized by some members of the LGBTQ+ community over the bike racks at the campaign launch for City Council member <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/brandi-gabbard\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Brandi<\/a><a href=\"https:\/\/floridapolitics.com\/archives\/tag\/brandi-gabbard\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"> Gabbard<\/a>, who is <a href=\"https:\/\/floridapolitics.com\/archives\/789103-gabbard-launch\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">running to replace Welch<\/a> as Mayor. They said it was kept quiet from the community, and that the token gesture was not enough to make up for the state\u2019s actions.<\/p>\n<p style=\"text-align: justify;\" data-start=\"5108\" data-end=\"5312\">That dynamic \u2014 local inclusion priorities constrained by state authority \u2014 now extends into the city\u2019s internal operations, including Welch\u2019s core \u201cPillars of Progress,\u201d and it remains to be seen if and how St. Petersburg\u2019s most powerful Democrat responds or remains silent.<\/p>\n<p style=\"text-align: justify;\" data-start=\"5466\" data-end=\"5538\">In Tampa, the impact is likely to be more narrow but still significant.<\/p>\n<p style=\"text-align: justify;\" data-start=\"5540\" data-end=\"5900\">Unlike St. Petersburg\u2019s centralized equity structure, Tampa may need to make adjustments to some administrative roles. That includes the city\u2019s <a href=\"https:\/\/www.tampa.gov\/news\/city-tampa-administrator-and-chief-diversity-officer-ocea-wynn-shares#:~:text=City%20of%20Tampa%20Administrator%20and,Emancipation%20Day%20%7C%20City%20of%20Tampa\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Chief Diversity Officer<\/a>, a position created in 2020 within the Neighborhood and Community Affairs department to guide outreach, engagement and policy development across communities.<\/p>\n<p style=\"text-align: justify;\" data-start=\"5902\" data-end=\"6275\">Other areas of potential impact include Tampa\u2019s Office of Human Rights, which handles discrimination complaints and public education efforts.
