Bradbury<\/p>\n<p>When the Atlanta Braves opened Truist Park in 2017, Major League Baseball Commissioner Rob Manfred <a href=\"https:\/\/apnews.com\/general-news-b9549dfbb76b4054bf3993a165871790\" rel=\"nofollow noopener\" target=\"_blank\">called it a \u201cwatershed\u201d moment<\/a>.<\/p>\n<p>What drew so much attention to the new Braves\u2019 stadium in suburban Cobb County, Georgia, at the time was its construction within a mixed-use development, known as <a href=\"https:\/\/batteryatl.com\/\" rel=\"nofollow noopener\" target=\"_blank\">The Battery Atlanta<\/a>. Truist Park anchors a live-work-play campus that includes restaurants, shops, hotels, offices and residences. The idea was to create a year-round attraction rather than build a standalone stadium that serves only as a game-day destination.<\/p>\n<p>Manfred declared that this sort of mixed-used district \u201cprovides a road map for clubs to get new stadiums built.\u201d And he\u2019s not alone in that belief.<\/p>\n<p>The Tampa Bay Rays\u2019 new owner, <a href=\"https:\/\/www.forbes.com\/profile\/patrick-zalupski\/\" rel=\"nofollow noopener\" target=\"_blank\">Florida home-building mogul Patrick Zalupski<\/a>, hopes to mimic the Braves\u2019 approach, calling it \u201cthe gold standard of <a href=\"https:\/\/www.wusf.org\/sports\/2025-10-07\/new-rays-owners-begin-search-for-new-ballpark-site-promise-tropicana-field-repairs\" rel=\"nofollow noopener\" target=\"_blank\">what we want to build and develop here in Tampa Bay<\/a>.\u201d<\/p>\n<p>But what do mixed-use projects like The Battery mean for host communities?<\/p>\n<p>As an <a href=\"https:\/\/scholar.google.com\/citations?user=ltRZ4N0AAAAJ&amp;hl=en&amp;oi=ao\" rel=\"nofollow noopener\" target=\"_blank\">economist \u2013 and lifelong Braves fan<\/a> \u2013 who lives a few miles from the complex, I\u2019ve had the unique opportunity to experience The Battery as a community member, as well as study it as a scholar. I\u2019ve attended many games, visited on off-days and examined its impact on <a href=\"https:\/\/doi.org\/10.1111\/jors.12560\" rel=\"nofollow noopener\" target=\"_blank\">surrounding businesses<\/a>, <a href=\"https:\/\/doi.org\/10.1007\/s10101-022-00268-z\" rel=\"nofollow noopener\" target=\"_blank\">county property values<\/a>, <a href=\"https:\/\/doi.org\/10.1080\/07352166.2022.2044837\" rel=\"nofollow noopener\" target=\"_blank\">sales tax receipts<\/a> and <a href=\"https:\/\/doi.org\/10.1177\/13548166251405295\" rel=\"nofollow noopener\" target=\"_blank\">tourism<\/a>. My forthcoming book, \u201c<a href=\"https:\/\/global.oup.com\/academic\/product\/this-one-will-be-different-9780197820216?cc=us&amp;lang=en&amp;\" rel=\"nofollow noopener\" target=\"_blank\">This One Will Be Different<\/a>: False Promises and Fiscal Realities of Publicly Funded Stadiums,\u201d looks at the history and economics of public stadium projects, including my hometown Truist Park.<\/p>\n<p>Tampa as a public partner<\/p>\n<p>Critical to Zalupski\u2019s proposal to build a new US$2.3 billion ballpark is a hefty contribution from taxpayers. He is asking the city of Tampa and Hillsborough County to fund at least <a href=\"https:\/\/www.tampabay.com\/news\/2026\/04\/14\/tampa-bay-rays-hillsborough-county-stadium-mlb-desantis\/\" rel=\"nofollow noopener\" target=\"_blank\">$1 billion of the cost<\/a>.<\/p>\n<p>That\u2019s more than triple the <a href=\"https:\/\/assets.cobbcounty.gov\/files\/2018-07\/SunTrust-Park-Funding-Infographic.pdf\" rel=\"nofollow noopener\" target=\"_blank\">$300 million<\/a> Cobb County devoted to build Truist Park in Georgia, which was funded by a combination of property, hotel and rental car taxes.<\/p>\n<p>In addition to that $1 billion, <a href=\"https:\/\/www.tampabay.com\/news\/2026\/04\/14\/tampa-bay-rays-hillsborough-county-stadium-mlb-desantis\/\" rel=\"nofollow noopener\" target=\"_blank\">the state of Florida is offering $180 million<\/a> for transportation improvements and rebuilding Hillsborough College, whose land would be donated to host the new development.<\/p>\n<p>Rays CEO Ken Babby insists that the <a href=\"https:\/\/www.tampabay.com\/news\/hillsborough\/2026\/04\/08\/tampa-bay-rays-stadium-poll-hillsborough-deal\/\" rel=\"nofollow noopener\" target=\"_blank\">immense public outlay is worth it<\/a>. He described it as \u201ca generational opportunity\u201d for the community that \u201cwill strengthen the region by creating jobs, encouraging economic investment and supporting long-term growth.\u201d<\/p>\n<p>But 50 years of consistent research findings show that <a href=\"https:\/\/doi.org\/10.1111\/joes.12533\" rel=\"nofollow noopener\" target=\"_blank\">sports venues don\u2019t generate a financial windfall for host cities<\/a>. The overwhelming evidence regarding the limited economic benefits of stadiums has produced a <a href=\"https:\/\/kentclarkcenter.org\/surveys\/sports-stadiums\/\" rel=\"nofollow noopener\" target=\"_blank\">strong consensus among economists<\/a> that <a href=\"https:\/\/doi.org\/10.1002\/pam.22534\" rel=\"nofollow noopener\" target=\"_blank\">sports venues are not worthwhile public investments<\/a>.<\/p>\n<p>It may seem counterintuitive that stadium events fail to boost local economies, because fans clearly do spend vast sums of money attending games. But most of the spectators in the crowd are locals, who reallocate their spending from other area merchants, rather than generating new commercial activity.<\/p>\n<p>Mixed-use to the rescue?<\/p>\n<p>When the Braves and Cobb County leaders announced their stadium vision, they confidently predicted that The Battery was the key that would <a href=\"https:\/\/www.mdjonline.com\/sports\/atlanta_braves\/commissioner-not-surprised-by-negative-tone-of-questions-at-braves-town-hall\/article_7eedd9de-b466-5322-a381-25a6691ce401.html\" rel=\"nofollow noopener\" target=\"_blank\">unlock the economic potential of the stadium<\/a>. Truist Park\u2019s complementary development was touted as a game changer that would propel its economic success.<\/p>\n<p>Knowing that past stadium deals had been unprofitable for surrounding communities, the team acknowledged that a standalone venue was <a href=\"https:\/\/www.mdjonline.com\/premium\/part-2-how-the-braves-came-to-cobb-the-lunch\/article_fba27896-2370-11ea-be8c-13c049e1627a.html\" rel=\"nofollow noopener\" target=\"_blank\">unlikely to pay off financially<\/a>. But with The Battery, <a href=\"https:\/\/www.mlb.com\/braves\/team\/front-office\/mike-plant\" rel=\"nofollow noopener\" target=\"_blank\">president of the Braves Development Company Mike Plant<\/a> promised, \u201cWe\u2019re going to build a city, and we\u2019re going to create tons of jobs, tons of density and year-round tax revenues.\u201d<\/p>\n<p>Now that Truist Park is entering its 10th season, we can assess what the stadium development has meant for the local economy using historical data.<\/p>\n<p>The Braves\u2019 mixed-use development has indeed boosted the team\u2019s bottom line. In 2025, for example, <a href=\"https:\/\/www.bravesholdings.com\/investors\/financial-information\/sec-filings\/content\/0001104659-26-039211\/0001104659-26-039211.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Atlanta Braves Holdings<\/a> reported that the mixed-use component added $97 million in revenue \u2013 primarily from rent, parking and advertising \u2013 on top of $635 million from baseball operations.<\/p>\n<p>With those numbers, it\u2019s no wonder the Rays want to follow the Braves\u2019 blueprint.<\/p>\n<p><a href=\"https:\/\/images.theconversation.com\/files\/731493\/original\/file-20260421-57-kv59t1.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/04\/1777165424_140_file-20260421-57-kv59t1.jpg\"   alt=\"side-by-side photos of The Battery during the off season and on game day\"\/><\/a>On the left, fans walk through The Battery to Truist Park on game day, April 11, 2022. My research shows that the relocation of the Braves <a href=\"https:\/\/doi.org\/10.1080\/07352166.2022.2044837\" rel=\"nofollow noopener\" target=\"_blank\">did attract some new spending<\/a> into Cobb County. But the gains have been far too small to cover the county\u2019s debt service and other funding obligations, <a href=\"https:\/\/dx.doi.org\/10.2139\/ssrn.6159506\" rel=\"nofollow noopener\" target=\"_blank\">generating an annual loss of around $15 million<\/a>.<\/p>\n<p>And what spending may be imported into Cobb happens during the baseball season. In other words, The Battery has not been a year-round attraction.<\/p>\n<p>Why didn\u2019t Truist Park\u2019s ancillary development strategy work?<\/p>\n<p>Just as spending inside the ballpark mostly represents a reshuffling of local commerce, purchases within the surrounding district largely come at the expense of other off-campus area businesses. And though nearly $100 million in revenue from the mixed-use development may seem impressive, it\u2019s <a href=\"https:\/\/apps.bea.gov\/itable\/?ReqID=70&amp;step=1&amp;_gl=1*1uwg5mr*_ga*MTI4MjU5NjcyMC4xNzc2NDYzMzk0*_ga_J4698JNNFT*czE3NzY0NjMzOTQkbzEkZzAkdDE3NzY0NjMzOTQkajYwJGwwJGgw#eyJhcHBpZCI6NzAsInN0ZXBzIjpbMSwyOSwyNSwzMSwyNiwyNywzMF0sImRhdGEiOltbIlRhYmxlSWQiLCI1MzMiXSxbIk1ham9yX0FyZWEiLCI0Il0sWyJTdGF0ZSIsWyIxMzAwMCJdXSxbIkFyZWEiLFsiMTMwNjciXV0sWyJTdGF0aXN0aWMiLFsiMyJdXSxbIlVuaXRfb2ZfbWVhc3VyZSIsIkxldmVscyJdLFsiWWVhciIsWyIyMDI0Il1dLFsiWWVhckJlZ2luIiwiLTEiXSxbIlllYXJfRW5kIiwiLTEiXV19\" rel=\"nofollow noopener\" target=\"_blank\">trivial in comparison to Cobb County\u2019s $80 billion economy<\/a>.<\/p>\n<p>A new gold standard or fool\u2019s gold?<\/p>\n<p>If the Braves\u2019 mixed-use development hasn\u2019t been able to pay off Cobb\u2019s much smaller $300 million subsidy, it casts serious doubt on Tampa\u2019s ballpark-village strategy to cover its billion-dollar ask of taxpayers.<\/p>\n<p>The evidence shows that stadiums aren\u2019t capable of funding themselves, even with a mixed-use component. The public funding has to come from someone, and it\u2019s local taxpayers who ultimately pick up the tab.<\/p>\n<p>I believe the Rays\u2019 plan and similar stadium developments being discussed in <a href=\"https:\/\/www.kansascity.com\/sports\/mlb\/kansas-city-royals\/article315352785.html\" rel=\"nofollow noopener\" target=\"_blank\">Kansas City<\/a>, <a href=\"https:\/\/indianacapitalchronicle.com\/2026\/02\/19\/chicago-bears-call-indiana-deal-step-forward-for-building-new-stadium-in-hammond\/\" rel=\"nofollow noopener\" target=\"_blank\">Chicago<\/a>, <a href=\"https:\/\/theconversation.com\/broncos-say-their-new-stadium-will-be-privately-financed-but-private-often-still-means-hundreds-of-millions-in-public-resources-270053\" rel=\"nofollow noopener\" target=\"_blank\">Denver<\/a> and elsewhere should be viewed as risky bets rather than sound public investments.<\/p>\n<p>J.C.
