Justice Alito wrote the majority opinion, holding that race predominated in drawing a second majority-Black district.<\/p>\n<p>The Court ruled that compliance with Section 2 of the Voting Rights Act does not provide a compelling interest to justify race-based districting, narrowing the VRA\u2019s application and updating the Gingles framework.
