ORACLE PHOTO\/VIOLET VASQUEZ PIMENTEL<\/p>\n<p>Mosaic, a Tampa-based fertilizer and agricultural company, is seeking federal approval to expand one of its waste piles by 180 acres \u2014 raising concerns among Tampa Bay environmental advocates and USF students.\u00a0<\/p>\n<p>Mosaic\u2019s Riverview East Stack waste pile is a hundreds-feet-tall phosphogypsum stack that contains radioactive waste left over from fertilizer production, according to the <a href=\"https:\/\/www.epa.gov\/radiation\/phosphogypsum\" rel=\"nofollow noopener\" target=\"_blank\">U.S. Environmental Protection Agency<\/a>. It is located about 20 miles south of USF\u2019s Tampa campus.\u00a0<\/p>\n<p>In February 2026, Mosaic requested a <a href=\"https:\/\/www.epa.gov\/cwa-404\/permit-program-under-cwa-section-404\" rel=\"nofollow noopener\" target=\"_blank\">Clean Water Act permit<\/a> from the U.S. Army Corps of Engineers to fill nearby waters west of its Riverview facility, according to <a href=\"https:\/\/www.wusf.org\/environment\/2026-03-24\/mosaic-wants-to-expand-waste-pile-tampa-bay-environmental-concerns\" rel=\"nofollow noopener\" target=\"_blank\">WUSF<\/a>. Mosaic told WUSF the expansion would extend the stack\u2019s use by about 16 years.\u00a0<\/p>\n<p>The phosphogypsum stack was expected to reach capacity around 2030 \u2014 but the proposed expansion would extend operations at the site to about 2046, according to <a href=\"https:\/\/cleoinstitute.org\/mining-giant-mosaic-seeks-federal-approval-to-expand-its-waste-pile-near-tampa-bay\/\" rel=\"nofollow noopener\" target=\"_blank\">The CLEO Institute<\/a>.\u00a0<\/p>\n<p>Phosphogypsum is a waste byproduct from fertilizer production that contains radioactive materials, including radium, which can decay and increase cancer risk, according to the <a href=\"https:\/\/www.epa.gov\/radiation\/phosphogypsum\" rel=\"nofollow noopener\" target=\"_blank\">EPA<\/a>.<\/p>\n<p>Florida has about 25 phosphogypsum stacks across the state, holding roughly one billion tons of waste, according to the <a href=\"https:\/\/www.usgs.gov\/media\/images\/a-stack-phosphogypsum-florida)\" rel=\"nofollow noopener\" target=\"_blank\">U.S. Geological Survey<\/a>.\u00a0<\/p>\n<p>Mosaic has also supported USF in the past \u2014 donating $100,000 in 2025 to expand Feed-A-Bull\u2019s main Tampa campus facility, now known as the Mosaic Pantry, according to <a href=\"https:\/\/giving.usf.edu\/impact\/mosaic-donates-100k-to-feed-a-bull\" rel=\"nofollow noopener\" target=\"_blank\">USF<\/a>.<\/p>\n<p>Patricia Spellman, an assistant professor at USF, focuses on research topics including groundwater hydrology and agricultural sustainability.<\/p>\n<p>Spellman said there is \u201cno good way\u201d to dispose of phosphogypsum, which is cancer-causing, adding that it must be contained and regulated for public safety.<\/p>\n<p>She added that several environmental concerns and questions come with the expansion \u2014 including how phosphogypsum will be handled in the future, how it can be reused or recycled and what to do about the increasing piles of waste in the area.<\/p>\n<p>\u201cThis could just be a never-ending process, and I think that the proximity to the coast, the vulnerability of that area, it could increase risk for human health and wildlife,\u201d Spellman said. \u201cSo I\u2019m not a huge fan of it.\u201d<\/p>\n<p>Related: <a href=\"https:\/\/www.usforacle.com\/2026\/03\/03\/usf-gencleo-office-of-sustainability-petition\/\" rel=\"nofollow noopener\" target=\"_blank\">USF environmental organizations petition to reinstate the Office of Sustainability<\/a>\u00a0<\/p>\n<p>Skylar Chamberlain is a freshman environmental science major and treasurer of the <a href=\"https:\/\/bullsconnect.usf.edu\/essf\/home\/\" rel=\"nofollow noopener\" target=\"_blank\">Entomology Society at USF<\/a>.<\/p>\n<p>Chamberlain said many students are unaware of the proposed expansion and the potential environmental risks tied to phosphogypsum stacks, even though the site is in the Tampa Bay area.<\/p>\n<p>She said Mosaic\u2019s proposed expansion deserves more attention from students because of its potential effects on water quality, wildlife and nearby communities.<\/p>\n<p>\u201cIt\u2019s kind of crazy that this is just not really talked about,\u201d Chamberlain said.<\/p>\n<p>She said manatees stood out as one of her biggest concerns because they rely on clean waterways and are vulnerable to environmental changes.<\/p>\n<p>\u201cIf this goes into our waterways, this could impact not just us, but animals a lot,\u201d Chamberlain said. \u201cManatees are already so at risk. This stuff doesn\u2019t just go away.\u201d<\/p>\n<p>If phosphogypsum escapes containment, it can harm water quality with radioactive material and lead to algal blooms and red tides that kill fish and other marine life, according to the <a href=\"https:\/\/www.epa.gov\/radiation\/phosphogypsum\" rel=\"nofollow noopener\" target=\"_blank\">EPA<\/a>.<\/p>\n<p>Similar to Chamberlain, Taylor Gallaway, a freshman social work major and member of USF\u2019s Entomology Club, said the expansion could have local environmental impacts.\u00a0<\/p>\n<p>Gallaway said students should pay more attention to local environmental issues because pollution is not isolated and does not stay contained to one area.<\/p>\n<p>She said she is worried the expansion could affect nearby water, food systems and wildlife if pollutants spread beyond the stack.<\/p>\n<p>\u201cEverything connects,\u201d Gallaway said. \u201cOur health, the animals\u2019 health, the plants\u2019 health. It\u2019s [in] what we eat.\u201d<\/p>\n<p>She said students should care about and research the proposed expansion and its potential environmental impacts to help protest it before it becomes harder to address.\u00a0<\/p>\n<p>\u201cAs soon as they realize, \u2018Oh, this is affecting me,\u2019 it\u2019s going to be too late,\u201d Gallaway said.<\/p>\n<p>Concerns about phosphogypsum stacks are not new. In 2021, about 215 million gallons of wastewater were released from Piney Point into Tampa Bay, according to the <a href=\"https:\/\/tbep.org\/piney-point\/\" rel=\"nofollow noopener\" target=\"_blank\">Tampa Bay Estuary Program<\/a>.\u00a0<\/p>\n<p>This leak caused the largest red tide \u2014 an algal bloom that suffocates the water and marine life \u2014 in Tampa Bay, according to <a href=\"https:\/\/baynews9.com\/fl\/tampa\/news\/2026\/04\/20\/piney-point-environmental-disaster-phosphate-fertilizer\" rel=\"nofollow noopener\" target=\"_blank\">Bay News 9<\/a>.
