DAVIE, Fla. \u2014 A Davie man is facing animal cruelty charges after police say he left a dog tied up with no food or water outside his mobile home, as temperatures exceeded 90 degrees.<\/p>\n
According to court documents obtained by Local 10 News on Monday, Davie police responded to the trailer of Buech E Allen Michael Carter, 42, in the 13400 block of Southwest Seventh Court on Thursday after a nearby resident alerted them to the tethered dog.<\/p>\n
The neighbor said she hadn\u2019t \u201cseen the dog\u2019s owner for two days,\u201d an arrest report states. According to police, the neighbor said that she had checked on the dog multiple times and never saw food or water.<\/p>\n
Police said she told them that the dog had a \u201csmall, empty silver bowl within reach that it constantly pawed at\u201d and said she \u201cnoticed the dog seemed distressed and was panting since it had no shade from the heat.\u201d<\/p>\n
In the report, Davie Police Department Officer Erinn Sarandria wrote that she saw the blue heeler mix outside, tethered with a rope \u201cclipped to a silver choke chain around the dog`s neck.\u201d<\/p>\n
\u201cThe concrete within the circumference of the dog\u2019s range of motion was covered in urine and feces,\u201d she wrote. \u201cA small silver bowl was within reach but was overturned and empty. I provided the dog a bottle of water, which he finished immediately. From where the dog was tethered, he had no shelter from the elements and was completely exposed.\u201d<\/p>\n
Police said they determined that Carter was the tenant of the mobile home and that he \u201chad been previously investigated for a similar animal neglect issue in 2024 involving another dog left tethered in the same manner, also without access to food and water\u201d and received several citations.<\/p>\n
Sarandria wrote that as she investigated the situation, Carter came by.<\/p>\n
\u201cHe said someone was supposed to come by and give the dog \u2018Kai\u2019 food and water and put him back inside. He said Kai does not usually stay outside,\u201d she wrote. \u201cHowever, when I asked him to provide me the contact information for the person who was supposed to be checking on Kai, he refused. I eventually convinced him to provide me her contact information so I could confirm his version of events but the call went straight to voicemail.\u201d<\/p>\n
Sarandria wrote that when she asked him about the previous case, \u201che simply said that dog was not his.\u201d<\/p>\n
She concluded that Carter \u201ccontinues to have no regard for the health and safety of dogs under his care and control\u201d and arrested him on two charges, a felony and a misdemeanor, related to animal cruelty and neglect.<\/p>\n
As of Monday, he remained in the Broward Main Jail on a $6,000 bond.<\/p>\n
