{"id":259517,"date":"2026-05-05T18:13:22","date_gmt":"2026-05-05T18:13:22","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/259517\/"},"modified":"2026-05-05T18:13:22","modified_gmt":"2026-05-05T18:13:22","slug":"castor-delivers-tampa-state-of-the-city-address","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/259517\/","title":{"rendered":"Castor delivers Tampa State of the City address"},"content":{"rendered":"<p>Tampa Mayor Jane Castor delivered her annual State of the City address Tuesday at Fair Oaks Park, building her remarks on a \u201cBuilt to Last\u201d theme.\u00a0<\/p>\n<p>The event also celebrated the December 2025 opening of the approximately $34 million Fair Oaks Park Recreation Center in the East Tampa district. Key topics included infrastructure improvements, transportation enhancements, housing, public safety and park and recreation repairs.\u00a0<\/p>\n<p>Infrastructure\u00a0\u00a0<\/p>\n<p>Castor discussed the <a target=\"_blank\" href=\"https:\/\/www.tampa.gov\/initiatives\/pipes\" rel=\"nofollow noopener\">multibillion PIPES program<\/a>, which was developed to enhance Tampa\u2019s water infrastructure. The City has \u201cundertaken more than 100 different pipe projects,\u201d she said. Over 78 miles of \u201caging waterlines\u201d have been replaced. More than 210 miles of wastewater lines have been rehabilitated.\u00a0<\/p>\n<p>\u201cThese upgrades have prevented leaks, reduced sinkholes, conserved water, improved reliability and protected against costly failures,\u201d she explained. \u201cIn the next year, we\u2019ll complete an additional 17 miles of water and wastewater lines along with major upgrades to our water and wastewater treatment plants.\u201d\u00a0<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/informedinfrastructure.com\/post\/tampa-city-council-approves-funding-for-worlds-largest-suspended-ion-exchange-system-at-the-david-l-tippin-water-treatment-facility\" rel=\"nofollow noopener\">Suspended Ion Exchange <\/a>(SIX) technology will be installed at the David L. Tippin Water Treatment Facility to remove chemicals and improve water quality, Castor added. The system will be able to \u201ctreat up to a peak of 140 million gallons per day,\u201d according to a prepared statement.<\/p>\n<p>She said that the City has invested \u201chundreds of millions\u201d in stormwater infrastructure projects. The Tampa government is \u201cmoving forward\u201d on the <a target=\"_blank\" href=\"https:\/\/www.tampa.gov\/project\/sw40007\" rel=\"nofollow noopener\">South Howard Flood Relief Project<\/a>. It will feature a stormwater conveyance system to \u201cimprove drainage and reduce flooding along South Howard Avenue and adjacent neighborhoods,\u201d according to the City\u2019s website.\u00a0<\/p>\n<p>\u201cIt would be far easier to shelve that project for years of additional study,\u201d Castor explained. \u201cBut floodwaters don\u2019t wait for a consensus. Any delay is a decision to stay vulnerable.\u201d\u00a0<\/p>\n<p>Transportation enhancements\u00a0<\/p>\n<p>Since 2019, the Tampa government has \u201cpaved more than 310 miles of streets,\u201d \u201crepaired more than 100 miles of sidewalks,\u201d and \u201cadded 56 miles of bike infrastructure.\u201d\u00a0<\/p>\n<p>The City, in partnership with Hillsborough Transit Authority,\u00a0 is planning to extend the <a target=\"_blank\" href=\"https:\/\/www.tampa.gov\/mobility\/transportation\/streetcar\" rel=\"nofollow noopener\">TECO Line Streetcar<\/a> into the Tampa Heights neighborhood. \u201cThe groundwork to fund and operate the streetcar is being developed today so that construction can begin soon,\u201d she said.\u00a0<\/p>\n<p>Residential and neighborhood projects\u00a0<\/p>\n<p>\u201cMore than 23,000 residential units have been added since 2019,\u201d Castor said. \u201cMore than 8,300 affordable units have been completed or are underway. We\u2019ve invested $100 million in affordable housing and housing assistance since 2019.\u201d<\/p>\n<p>Multi-family residential and neighborhood enhancement projects include the nearly 2,000 unit <a target=\"_blank\" href=\"https:\/\/www.tampaha.org\/robles-park-village-redevelopment\" rel=\"nofollow noopener\">Robles Park Village<\/a>, over 1,000 unit <a target=\"_blank\" href=\"https:\/\/www.tampaha.org\/our-communities\/central-tampa-rome-yard\" rel=\"nofollow noopener\">Rome Yard<\/a> and the <a target=\"_blank\" href=\"https:\/\/www.tampa.gov\/planning-division\/programs\/invision-tampa\/west-river-redevelopment-plan\" rel=\"nofollow noopener\">West River Redevelopment<\/a> initiative.\u00a0<\/p>\n<p>\u201cThis isn\u2019t just about buildings,\u201d she explained. \u201cIt\u2019s about stability, opportunity and making sure that people can stay, work, build and grow here in our city.\u201d\u00a0<\/p>\n<p>Public Safety\u00a0<\/p>\n<p>Public safety has been a key priority, Castor said. The City has focused on \u201cstrategic policing,\u201d technology investments, community partnerships and crime prevention initiatives.\u00a0<\/p>\n<p>\u201cWe have the lowest violent crime rate and the lowest non-violent crime rate we have seen in generations,\u201d she added, \u201cincluding a 21.4% reduction in the last year alone.\u201d\u00a0<\/p>\n<p>The government has also made investments for Tampa Fire Rescue, Castor explained. In 2025, the department responded to over 10,000 fire calls and over 76,000 rescue calls. Six new rescue units were deployed and the department hired 44 additional staff members. She said that \u201cresponse times are down\u201d and \u201ccoverage is stronger.\u201d\u00a0\u00a0<\/p>\n<p>Parks and Recreation<\/p>\n<p>Currently, the City of Tampa maintains more than 200 parks. Last year, over 10,000 improvement projects were completed including playground equipment, bench and facility repairs. Castor added that more than 15,000 trees were planted \u201ccitywide\u201d as well.
