Council talked about House Bill 1038.

House Bill 1038 would shift Jacksonville away from its current ward-based system, where council members represent specific districts, toward a structure that could expand at-large representation.

That means some or all council members would be elected citywide.

Council spent more than an hour talking about it, raising concerns.

Jacksonville City Council members say they didn’t ask for the legislation, but if passed, it could significantly impact how the city is governed.

Prior lawsuits were referenced, arguing that an at-large system could even be unconstitutional.

They also mentioned local control, saying it also goes beyond representation.

Multiple council members believe the current ward system works and should stay that way, like councilwoman Mickey Smith.

The ward system is a community accountability model. It ensures each section of Jacksonville has a direct advocate. One city does not mean one voice. One city means every neighborhood has a voice at the table.

Some, though, like Councilman Mike Yaniero, cautioned to hear from the public first before the council takes a unified stance.

But the city clerk also clarified that the bill is already moving at the state level, regardless of local input.

Ultimately, no action was taken at this meeting.

We’ll continue to follow the bill and local reaction.

We’re learning more about a heated city council discussion over a proposed state bill that could change how…

[8
116,118,117
post-260018","post","type-post","status-publish","format-standard","has-post-thumbnail","category-jacksonville","tag-jacksonville","tag-jacksonville-headlines","tag-jacksonville-news
["GET
