Richard Dutton, a longtime resident of the area, shared his perspective on the issue.  \u201cThe big thing is like, this road we&#8217;re on is a main thoroughfare in and out of the allotment here. It probably wouldn&#8217;t be a good idea to park half on and a half off the pavement just to be, you know, to keep your vehicle from being hit because, you know, progress requires people to travel back and forth, so on and so forth,\u201d Dutton said.  During an investigation into viewer complaints, a semitruck was found parked in a conservation area designated for burrowing owls.  Larry Spaeth, who lives near the conservation area, expressed his concerns.  &#8220;That&#8217;s not good. No, I wouldn&#8217;t want to see it on conservation areas where the owls or the turtles or anything like that,&#8221; Spaeth said.  Commercial trucks are prohibited from parking on lawns or empty lots, but neighbors say the issue persists.  \u201cThe trucks, like, I feel so bad for the guys that are working and just need a place to stop for a day or two and then back on the road, but that&#8217;s the rules,\u201d Spaeth said.  While some residents sympathize with truck drivers needing a place to park after long trips, others say they pay for gated locations to avoid code violations.  Dutton, who has lived in the area since 1967, reflected on the broader impact of industrial vehicles in the neighborhood.  \u201cIt&#8217;s an inconvenience for noise. It&#8217;s an inconvenience for dust. But the real inconvenience was down when they were digging the sewers and waters. And, I mean, it just was unbelievable. But it is, you know, you&#8217;re going to have to have this in order to have a functioning city,\u201d Dutton said.  City council members and officials have been contacted regarding the number of violations issued and whether code enforcement is addressing the issue of semitrucks and construction vehicles parking freely in some locations.
