For Mayor Jane Castor,<\/a> Tampa\u2019s success has created a new challenge: how to move people efficiently through one of the nation\u2019s fastest-growing regions without losing the quality of life that drew them here.<\/p>\n

\u201cIt\u2019s growth, without a doubt,\u201d Castor said. \u201cOur community and region are incredibly successful. One of the elements that historically lags behind population growth is transportation. We\u2019re certainly a victim of that right now.\u201d<\/p>\n

After leading Tampa through a decade of economic expansion<\/a> and urban reinvention<\/a>, Castor says the city\u2019s next era will hinge on infrastructure<\/a>, not as an afterthought, but as a foundation. <\/p>\n

\u201cWe\u2019re on top of all the lists you want to be on \u2014 best place to live, best place to do business,\u201d she said. \u201cBut unfortunately, we\u2019re creeping up another list: the most congested regions in America. We\u2019d rather be at the bottom of that one.\u201d<\/p>\n

From plans to pavement<\/p>\n

Castor\u2019s message is simple: Tampa doesn\u2019t lack solutions \u2014 it lacks coordination and funding.<\/p>\n

Voters approved a countywide transportation surtax in 2018, known as All for Transportation, that aimed to repave roads and expand transit. But the Florida Supreme Court overturned the measure, eliminating hundreds of millions in anticipated revenue.<\/p>\n

\"TheThe All for Transportation initiative aimed to fund road repairs and expand transit options across Hillsborough County.<\/p>\n

\u201cWhen that was taken away, it was a blow for the entire region,\u201d Castor said. \u201cBut when we\u2019re knocked down, we get back up quickly.\u201d<\/p>\n

Tampa has since joined Hillsborough<\/a>, Pinellas and Pasco counties in a federal partnership through the Build America Bureau, part of the U.S. Department of Transportation. The Regional Infrastructure Accelerator program has provided more than $3 million in grants to develop long-term financing models for local projects.<\/p>\n

\u201cIt\u2019s a regional solution that allows cities and counties to submit projects individually or together,\u201d Castor said. \u201cThe program looks at viability and provides funding paths, whether that\u2019s long-term loans or public-private partnerships.\u201d<\/p>\n

Tracks, ferries and forward thinking<\/p>\n

Among Tampa\u2019s top priorities is expanding the streetcar line<\/a>, which connects Ybor City<\/a> to downtown and Water Street.<\/p>\n

\u201cWe\u2019re the second-most ridden streetcar in the United States,\u201d Castor said. \u201cIt went from a tourist attraction to a viable form of transportation.\u201d<\/p>\n

The city plans to extend the line north along Florida Avenue to Tampa Heights, linking residential and business districts that have seen explosive growth. Current ridership stands at 1.4 million annually, and projections indicate an additional 5,000 daily riders once the expansion is complete.<\/p>\n

Castor envisions a seamless transit network integrating the streetcar, Brightline, bus rapid transit and potential light rail connecting Tampa International Airport to downtown.<\/p>\n

She also sees an opportunity on the water. \u201cWe\u2019re one of the few regions in the world that ignores water as transportation,\u201d she said. \u201cThe ferry is something we can complete quickly and cheaply to connect the region.\u201d<\/p>\n

The Cross Bay Ferry and Pirate Water Taxis already show how short-distance water travel can become part of Tampa\u2019s daily mobility mix.<\/p>\n

A Smarter City<\/p>\n

Beyond major transit projects, Tampa is investing in technology and smarter infrastructure management.<\/p>\n

The city\u2019s Traffic Management Center<\/a> now monitors and adjusts signals in real time. A $40 million upgrade replaced traffic controllers, expanded communications infrastructure and prepared the system for innovations like transit signal priority and emergency vehicle preemption.<\/p>\n

\u201cMaintenance has been deferred for decades on our water, wastewater, roads and bridges because the funding hasn\u2019t been there,\u201d Castor said. \u201cThat\u2019s not sustainable.\u201d<\/p>\n

Federal support through President Biden\u2019s Infrastructure Investment and Jobs Act has also helped Tampa secure \u201cSafe Streets for All\u201d grants to improve pedestrian safety and reconnect key downtown corridors such as Ashley Drive and I-275.<\/p>\n

The Road to Tomorrow<\/p>\n

When asked what the boldest fix for Tampa\u2019s congestion might be, Castor\u2019s answer came down to people, not politics.<\/p>\n

\u201cThe younger generation is driving this change,\u201d she said. \u201cThey\u2019re coming here without cars, expecting public transit. They\u2019re choosing to stay in Tampa because they see that shift happening.\u201d<\/p>\n

Castor predicts e-bikes, pedestrian corridors and air taxis could all play a role in Tampa\u2019s future mobility network. For her, innovation isn\u2019t optional \u2014 it\u2019s survival.<\/p>\n

\u201cIf Tampa wants to stay at the top of the right lists \u2014 best city for business, best place to live \u2014 it will have to rebuild its foundation, one mile and one idea at a time.\u201d<\/p>\n
