{"id":273189,"date":"2026-05-16T05:47:11","date_gmt":"2026-05-16T05:47:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/273189\/"},"modified":"2026-05-16T05:47:11","modified_gmt":"2026-05-16T05:47:11","slug":"city-asking-103rd-street-businesses-whether-they-would-support-a-commercial-improvement-district","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/273189\/","title":{"rendered":"City asking 103rd Street businesses whether they would support a commercial improvement district"},"content":{"rendered":"<p id=\"h948491-p1\" class=\"permalinkable\">A City Council member and the city of Jacksonville are seeking input from business operators along 103rd Street on whether they support a potential business improvement district.<\/p>\n<p id=\"h948491-p2\" class=\"permalinkable\">Businesses can submit their approval or disapproval on a concept to charge fees to commercial property owners on 103rd Street in West Jacksonville to facilitate improvements to the neighborhood.<\/p>\n<p id=\"h948491-p3\" class=\"permalinkable\">Council member Rahman Johnson proposed the concept, named the Wonderland Corridor. Johnson\u2019s District 14 includes parts of the proposed BID.<\/p>\n<p id=\"h948491-p4\" class=\"permalinkable\">Businesses can register support or opposition on the potential BID by answering a survey on the city\u2019s website, at jacksonville.gov\/wonderland. After submitting information about their businesses, owners can answer a yes\/no question if they support the BID.<\/p>\n<p id=\"h948491-p5\" class=\"permalinkable\">The survey is restricted to respondents with a business tax ID number.<\/p>\n<p id=\"h948491-p6\" class=\"permalinkable\">In a text, Johnson said he expected results of the survey by July 1.<\/p>\n<p><img decoding=\"async\" alt=\"Rahman Johnson\" class=\"media-element file-default fr-fic fr-dii\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/05\/Rahman_Johnson_t850.jpg\" title=\"Rahman Johnson\"\/><\/p>\n<p>Rahman Johnson<\/p>\n<p id=\"h948491-p7\" class=\"permalinkable\">\u201cAre you in for revitalizing the stretch we call home? Do you believe 103rd Street can be more than just a thoroughfare \u2014 it can be a destination?\u201d reads the city\u2019s website introducing the petition.<\/p>\n<p id=\"h948491-p8\" class=\"permalinkable\">The survey does not stipulate what fees for the district would be. Johnson said on May 15 that if a majority of respondents said they would support the district in concept, then he would move forward with determining the governance structure of the BID.<\/p>\n<p id=\"h948491-p9\" class=\"permalinkable\">Johnson previously sought City Council approval to mail surveys to business owners along 103rd Street, though that proposal was withdrawn after Council member Tyrona Clark-Murray, whose district is partially included in the BID borders, voiced opposition.<\/p>\n<p id=\"h948491-p10\" class=\"permalinkable\">Clark-Murray said she didn\u2019t feel the corridor needed the BID. Rather, she said, 103rd Street needed increased safety measures.\u00a0<\/p>\n<p><img decoding=\"async\" alt=\"Tyrona Clark-Murray\" class=\"media-element file-default fr-fic fr-dii\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/12\/Clark-Murray_t850.jpg\" title=\"Tyrona Clark-Murray\"\/><\/p>\n<p>Tyrona Clark-Murray<\/p>\n<p id=\"h948491-p11\" class=\"permalinkable\">Johnson argued that distributing a petition with Clark-Murray\u2019s district included would allow for residents to voice their opinions on the BID without binding Clark-Murray to contribute funds or include her district.<\/p>\n<p id=\"h948491-p12\" class=\"permalinkable\">Johnson envisioned the Wonderland Corridor BID receiving an initial infusion of $750,000 from its three Council district representatives. In addition to a portion of Clark-Murray\u2019s District 9, the BID includes parts of Council member Randy White\u2019s District 12 and Johnson\u2019s District 14. Johnson\u2019s plan to mail petitions to 103rd Street businesses included 267 recipients.<\/p>\n<p id=\"h948491-p13\" class=\"permalinkable\">The three representatives would provide the cash from their share of $1 million provided to each district Council member through the city\u2019s community benefits agreement with the Jacksonville Jaguars.\u00a0<\/p>\n<p id=\"h948491-p14\" class=\"permalinkable\">The $300 million community benefits agreement complemented the $1.45 billion deal between the city and the Jaguars to renovate EverBank Stadium into the team\u2019s \u201cStadium of the Future.\u201d\u00a0<\/p>\n<p id=\"h948491-p15\" class=\"permalinkable\">Johnson\u2019s efforts are similar to those of Council member Jimmy Peluso, who secured a BID for the Five Points neighborhood in Riverside.
