{"id":279119,"date":"2026-05-21T05:25:14","date_gmt":"2026-05-21T05:25:14","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/279119\/"},"modified":"2026-05-21T05:25:14","modified_gmt":"2026-05-21T05:25:14","slug":"city-council-could-consider-amendments-to-jea-charter","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/279119\/","title":{"rendered":"City Council could consider amendments to JEA charter"},"content":{"rendered":"<p id=\"h950529-p1\" class=\"permalinkable\">Jacksonville City Council could alter JEA\u2019s charter in the coming months, as a special investigatory committee nears the end of its inquiry.<\/p>\n<p id=\"h950529-p2\" class=\"permalinkable\">On May 19, Council Secretary Jason Teal, the city\u2019s former general counsel who gives Council legal advice, gave members of the Finance Committee options for changing the JEA charter.<\/p>\n<p><img decoding=\"async\" alt=\"Jason Teal\" class=\"media-element file-default fr-fic fr-dii\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/05\/360343_standard_t850.jpeg\" title=\"Jason Teal\"\/><\/p>\n<p>Jason Teal<\/p>\n<p id=\"h950529-p3\" class=\"permalinkable\">Those changes, Teal said, would not be subject to a ballot referendum and could be enacted by Council.<\/p>\n<p id=\"h950529-p4\" class=\"permalinkable\">Teal proposed three measures, which did not prompt questioning from committee members. Those changes were:<\/p>\n<p>Council could compel JEA\u2019s board to investigate accusations against its leadership, including the CEO, instead of allowing JEA\u2019s board to use its discretion in deciding whether to investigate.Council could have some form of oversight for large capital projects undertaken by JEA, including requiring that Council approve projects above a certain dollar amount.Council could codify how JEA receives and reviews capacity fees. Capacity fees and associated charges are one-time fees assessed to JEA customers when they connect to the utility\u2019s water, wastewater and reclamation system.\u00a0<\/p>\n<p id=\"h950529-p5\" class=\"permalinkable\">Each of the three options mentioned by Teal are the subject of a Council investigation into JEA.\u00a0<\/p>\n<p id=\"h950529-p6\" class=\"permalinkable\">In February, Council President Kevin Carrico made allegations in The Florida Times-Union that JEA CEO Vickie Cavey had fostered a racist, toxic workplace culture at JEA.
