TAMPA, Fla. \u2014 A major redevelopment project that could bring hundreds of affordable and workforce housing units to downtown Tampa is moving one step closer to reality.<\/p>\n
On Thursday, Tampa City Council is scheduled to hold the first public hearing on a proposed brownfield designation for the Army Navy Royal Lot property along Tampa Street in the north downtown area.<\/p>\n
The 4.3-acre site includes four adjoining parcels near North Tampa Street and Ashley Street. City leaders say the designation is a critical first step in preparing the property for future redevelopment.<\/p>\n
The land previously housed a gas station and a dry cleaner \u2014 two types of businesses commonly associated with potential environmental contamination concerns. But city officials stress the brownfield designation does not mean the property is dangerous.<\/p>\n
Instead, they say it allows the city to formally begin environmental assessment and cleanup efforts so the land can eventually be redeveloped into housing and mixed-use space.<\/p>\n
\u201cBrownfield\u201d is a term used for properties where redevelopment may be complicated by potential environmental issues associated with previous uses. Through the designation process, the city can work with the Hillsborough County Environmental Protection Commission to test and remediate the site.<\/p>\n
Officials also say taxpayers will not be responsible for the cleanup costs. The city says the project could qualify for state tax credits and incentives that help offset environmental remediation expenses.<\/p>\n
If approved, the redevelopment could dramatically reshape the north downtown area.<\/p>\n
\u201cThis project is going to ensure a minimum of 750 units of affordable and workforce housing. It\u2019s going to have market-rate housing as well, so there will be a mix of close to 1,100 units, as well as non-residential mixed-use. This is going to be a very transformative project for the north downtown segment,\u201d Abbye Feeley, Administrator of Development and Economic Opportunity for the City of Tampa, said.<\/p>\n
According to city officials, the proposal includes at least 750 affordable and workforce housing units, along with market-rate apartments and commercial mixed-use development.<\/p>\n
Leaders say projects like this are becoming increasingly important as available land in Tampa continues to shrink. The city says less than four percent of vacant land remains available for development.<\/p>\n
The first public hearing is scheduled for Thursday, with a second hearing planned for June 18.<\/p>\n
