{"id":288031,"date":"2026-05-28T20:47:08","date_gmt":"2026-05-28T20:47:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/288031\/"},"modified":"2026-05-28T20:47:08","modified_gmt":"2026-05-28T20:47:08","slug":"efforts-to-bring-digital-signs-to-downtown-tampa-gain-momentum-after-council-workshop","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/288031\/","title":{"rendered":"Efforts to bring digital signs to downtown Tampa gain momentum after Council workshop"},"content":{"rendered":"<p style=\"text-align: justify;\">A push to bring large-format digital signs to downtown Tampa gained momentum as <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/tampa-city-council\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">City Council<\/a> members narrowed down a framework they would like to see inked into any future code changes.<\/p>\n<p style=\"text-align: justify;\">After a lengthy workshop discussion, Council members asked city staff to find a way to help the city develop a building inventory to better understand the look and feel of nuanced decisions that would govern digital signage downtown.<\/p>\n<p style=\"text-align: justify;\">The discussion pushed momentum for the proposal forward as Council members identified their key priorities if the proposal is to move forward.<\/p>\n<p style=\"text-align: justify;\">They said an inventory list could be used to identify which buildings could be eligible, which would be off limits and how signs might fit individual facades before the city moves toward any formal ordinance.<\/p>\n<p style=\"text-align: justify;\">Early recommendations included limiting the signs to downtown, protecting the <a href=\"https:\/\/floridapolitics.com\/archives\/794784-a-city-doesnt-become-strong-by-accident-jane-castor-delivers-state-of-the-city-address\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Riverwalk<\/a>, barring signs on historic landmarks and vacant buildings, requiring 20% of screen time for art or community messaging, and creating maintenance and brightness standards.<\/p>\n<p><a href=\"https:\/\/www.samsara.com\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-772116 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/01\/FL-Legislators-Digital-Banners-728x90_1.png\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">But Council members made clear they want more detail before advancing a code change, and discussions quickly revealed the complexities of the proposal. Creating an inventory itself could be costly and time consuming, likely necessitating the use of an outside contractor for the work.<\/p>\n<p style=\"text-align: justify;\">Still, several Council members said the effort could be worth pursuing if the city can ensure the signs function as placemaking tools rather than just another layer of advertising downtown.<\/p>\n<p style=\"text-align: justify;\">Council Member <a href=\"https:\/\/floridapolitics.com\/archives\/798836-ken-hagan-backs-tampa-bay-rays-stadium-vision-as-bill-carlson-warns-a-deal-is-far-from-certain\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Bill Carlson<\/a> pointed to other major cities where digital signs have become part of the urban experience, arguing Tampa should not shy away from using them on appropriate buildings. He said the goal should not simply be \u201crunning ads,\u201d but \u201cplace-making, building entertainment and building an environment for the community.\u201d\u00a0<\/p>\n<p style=\"text-align: justify;\">Council Chair <a href=\"https:\/\/floridapolitics.com\/archives\/795208-tampa-city-council-re-elects-alan-clendenin-as-chair-signaling-stability-after-last-years-fiasco\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Alan Clendenin<\/a> said the city needs a clearer inventory so residents can see \u201cthere\u2019s not going to be a sign in the building that\u2019s directly across the street from me\u201d and which buildings would be ineligible, adding that it could be \u201ca really good communication tool.\u201d<\/p>\n<p style=\"text-align: justify;\">Clendenin did ask for more than a 20% time share because it \u201cjust doesn\u2019t provide enough public benefit\u201d to justify such a significant change to the city. He later added that increasing the public-use requirement would help foster the place-making elements of the effort.<\/p>\n<p><a href=\"http:\/\/ncf.edu\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-722105 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/Sunburn_FloridaPoliticsWebsite_728x905186-scaled-e1740018793631.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">Council Member <a href=\"https:\/\/floridapolitics.com\/archives\/781641-lynn-hurtak-running-for-tampa-mayor-setting-up-progressive-battle-with-bill-carlson\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Lynn Hurtak<\/a> cautioned against describing the effort as a pilot program, because any signs approved likely would not come down if the program ended.<\/p>\n<p style=\"text-align: justify;\">Residents\u2019 concerns focused on light, noise, scale and quality of life downtown. Tampa Downtown Partnership staff said public input raised questions about how many signs would be allowed, where they would go, how large they would be, operating hours and whether they would shine into residential windows.<\/p>\n<p style=\"text-align: justify;\">Council Member <a href=\"https:\/\/floridapolitics.com\/archives\/797139-critics-remain-skeptical-of-tampa-bay-rays-ballpark-proposal-ahead-of-mou-votes\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Charlie Miranda<\/a> echoed those worries, warning the signs could change downtown\u2019s character and add visual stress for people who have lived there for years.<\/p>\n<p style=\"text-align: justify;\">Others raised legal and industry concerns, particularly whether changes could affect long-standing billboard settlement agreements that could make new policy changes unfair to those involved.
