Cape Coral City Council approved $105.5 million in spending for two measures supporting parks and recreation, transportation and government facilities throughout the city.\u00a0<\/p>\n

At its June 3 meeting, council members voted 5-3 to allocate $40.5 million in general funds and authorize borrowing up to $65 million through long-term bonds.\u00a0<\/p>\n

Council members Rachel Kaduk, Keith Long and Jennifer Nelson-Lastra voted against both measures.\u00a0<\/p>\n

The first measure sets aside $40.5 million for two projects. It includes $21.4 million to repair the aging North Cape Government Complex Fleet Maintenance Facility. The fleet maintenance complex, constructed in the 1960s, supports more than 2,000 vehicles and pieces of equipment used by police, fire, emergency management, utilities, public works, parks and recreation, and other departments.\u00a0<\/p>\n

Another $19.2 million will fund Phase 2 of the long-planned Yacht Club redevelopment, including a fuel system, civil site work, utilities and beach amenities. Additional phases of Yacht Club Community Park renovations remain on hold pending future Council direction.\u00a0<\/p>\n

The funding comes from the city\u2019s general fund, including nearly $30 million from a budget surplus and $10.6 million from the Seven Islands land sale.\u00a0<\/p>\n

Under the second measure, Cape Coral will borrow up to $65 million through special obligation bonds to fund previously approved capital projects. The city plans to use non-ad valorem revenue, meaning revenue other than property taxes, to pay the debt service over 20 to 30 years.\u00a0<\/p>\n

Cape Coral government<\/p>\n

The bonded projects include $18.7 million for improvements recently completed at Jaycee Park<\/a> and a $23 million Yacht Club seawall. Debt service for both projects is expected to be paid from the city\u2019s general revenue fund.\u00a0<\/p>\n

Another $2.5 million is allocated for the irrigation system at Coral Oaks Golf Course and will be paid through golf course revenues.\u00a0<\/p>\n

The plan also includes $14 million for road and median improvements in northwest Cape Coral, funded through the 6-cent gas tax fund.\u00a0<\/p>\n

Council members and public speakers raised concerns about how the money is being spent, including the decision to finance projects rather than use available cash reserves. The borrowing measure includes costs for underwriting, legal services, potential insurance and an estimated $42 million in interest over 30 years, although that figure could change based on market conditions.
