NEAL<\/p>\n<p>            dneal@miamiherald.com<\/p>\n<p>Changing the name of a North Miami Beach restaurant didn\u2019t change anything about its state inspection, including the rodents and filth.<\/p>\n<p>Tuesday\u2019s inspection at Sichuan Fish, 1242 NE 163rd St., was a routine one \u2014being part of the regular rotation and the Chinese restaurant at that address failing it miserably. As CY Chinese Restaurant,<a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.miamiherald.com\/miami-com\/restaurants\/article287722135.html\"> rodents, foul, funky smells, bad plumbing<\/a> and other food safety violations earned four shutdowns from 2022 to 2024.<\/p>\n<p><a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.miamiherald.com\/news\/business\/article316039470.html\">READ MORE: A Miami 7-Eleven had to toss croquetas and pastelitos. Don\u2019t blame the ants<\/a><\/p>\n<p>In April 2024, state records say CY Chinese Restaurant<a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/search.sunbiz.org\/Inquiry\/CorporationSearch\/SearchResultDetail?inquirytype=Address&amp;directionType=Initial&amp;searchNameOrder=YCRESTAURANT+P150000648620&amp;aggregateId=domp-p15000064862-820e7b47-efa3-4363-ba16-06931db7e459&amp;searchTerm=1242+NE+163rd+St&amp;listNameOrder=LINSFAMILY+P080000293820\">, run by Y and C Restaurant Inc<\/a>. and president Xianguang Yang became<a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/search.sunbiz.org\/Inquiry\/CorporationSearch\/SearchResultDetail?inquirytype=Address&amp;directionType=Initial&amp;searchNameOrder=SICHUANFISHRESTAURANT+P240000242730&amp;aggregateId=domp-p24000024273-0201b05d-e08f-4b8d-ae9f-7bb4b8147685&amp;searchTerm=1242+NE+163rd+St&amp;listNameOrder=LINSFAMILY+P080000293820\"> Sichuan Fish Restaurant, run by president Hanping Yang<\/a>. It even received a \u201cMet Inspection Standards\u201d on its 2024 and 2025 inspections, albeit after \u201cFollow-Up Inspection Required\u201d on at least the initial inspection.<\/p>\n<p>Then came Tuesday.<\/p>\n<p>\u201cFood with mold-like growth &#8230; observed three cases with Spicy Mala Soup Base with Beef Tallow, with mold-like growth in the walk-in cooler.\u201d<\/p>\n<p>Also in the walk-in cooler, fried rice that complements many dishes sat uncovered. Cases of vegetables and water sat on the walk-in cooler floor.<\/p>\n<p>Uncovered food and food sitting directly on the floor probably isn\u2019t what you want when you\u2019ve got rodents doing their solid business around the restaurant. There were six droppings in dry storage; four on the kitchen floor; one on top of a box of clean garbage bags on front counter shelves; and one under the dishwasher.<\/p>\n<p>Also under the dishwasher: \u201cthe floor was covered in standing water.\u201d<\/p>\n<p>Both outside and inside the dishwasher, the inspector saw \u201can accumulation of debris.\u201d<\/p>\n<p>A \u201cfood-contact surface was soiled with food debris, mold-like substance or slime.\u201d The inspector didn\u2019t specify which surface that was.<\/p>\n<p>The \u201ccutting board has cut marks and is no longer cleanable.\u201d<\/p>\n<p>A \u201csoiled, dry wiping cloth\u201d was being used insteads of a wet wiping cloth fresh out of sanitizer solution.<\/p>\n<p>The handwash sink lacked soap or any way to dry hands.<\/p>\n<p>After seven pieces of rodent regularity on a dry storage shelf ruined Wednesday\u2019s re-inspection, Sichuan Fish managed to get open with a \u201cFollow-Up Inspection Required\u201d on Thursday.<\/p>\n<p>                                          <img decoding=\"async\" class=\"responsive-image\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/06\/1780976118_23_IMG_307_fitted (1).jpegCY Chinese Restaurant Szechuan Cuisine Redone for April 16 story.jpeg\"   width=\"1200\" height=\"675\" title=\"IMG_307_fitted (1).jpegCY Chinese Restaurant Szechuan Cuisine Redone for April 16 story\" alt=\"This is Sichuan Fish Restaurant back in 2022 when it was CY Chinese Restaurant Szechuan Cuisine, 1242 NE 163rd St..
