The assembly began with the bishops sending prayers and a\u00a0<a href=\"https:\/\/www.usccb.org\/resources\/26-Plenary-Message%20to%20Holy%20Father.pdf\" rel=\"nofollow noopener\" target=\"_blank\">message to the Holy Father<\/a>. Archbishop Paul S. Coakley\u00a0<a href=\"https:\/\/youtu.be\/WcSeBccSooc?si=WpqiYQ0rSK7xrP-5\" rel=\"nofollow noopener\" target=\"_blank\">addressed<\/a> the body of bishops for the first time as Conference president. He was followed by Archbishop Gabriele Caccia, apostolic nuncio to the United States, who\u00a0<a href=\"https:\/\/youtu.be\/dRVMGkhgkAs?si=Y4tYpVl_WzBJaK1O\" rel=\"nofollow noopener\" target=\"_blank\">delivered<\/a> his first plenary address to the U.S. bishops since Pope Leo XIV\u00a0<a href=\"https:\/\/www.usccb.org\/news\/2026\/archbishop-coakley-welcomes-appointment-archbishop-caccia-apostolic-nuncio-united-states?utm_source=hootsuite&amp;utm_medium=twitter&amp;utm_term=\" rel=\"nofollow noopener\" target=\"_blank\">appointed<\/a> him nuncio earlier this year.<\/p>\n<p>During the plenary, the bishops held a canonical consultation on the causes of beatification and canonization for the\u00a0<a href=\"https:\/\/www.usccb.org\/news\/2026\/us-bishops-affirm-advancement-cause-beatification-and-canonization-servant-god-john-rick\" rel=\"nofollow noopener\" target=\"_blank\">Servant of God John Rick Miller<\/a>, and for\u00a0<a href=\"https:\/\/www.usccb.org\/news\/2026\/us-bishops-affirm-advancement-cause-beatification-and-canonization-monsignor-joseph\" rel=\"nofollow noopener\" target=\"_blank\">Monsignor Joseph Francis Buh<\/a>. By a voice vote, the bishops affirmed the advancement of both causes of beatification and canonization on the diocesan level.<\/p>\n<p>Two of the action items the bishops voted on during the plenary were put forth by the USCCB\u2019s Committee on Divine Worship:<\/p>\n<p>The bishops voted 184 in favor, 1 against, and 0 abstentions to approve\u00a0elements of a new edition of the Lectionary for Mass.\u00a0The approval of this requires a two-thirds vote of the members of the USCCB, with subsequent confirmatio and recognitio by the Vatican\u2019s Dicastery for Divine Worship and the Discipline of the Sacraments.They also\u00a0voted 187 in favor, 0 against, and 0 abstentions to approve the\u00a02025 Roman Missal-Liturgy of the Hours Supplement.\u00a0The approval of this requires a two-thirds vote of the members of the USCCB, with subsequent confirmatio by the Vatican\u2019s Dicastery for Divine Worship and the Discipline of the Sacraments.<\/p>\n<p>Revisions to the Charter for the Protection of Children and Young People:<\/p>\n<p>The bishops voted 179* in favor, 22 against, and 6 abstentions to approve\u00a0revisions to the Charter for the Protection of Children and Young People, a comprehensive set of procedures originally established by the USCCB in 2002 to address allegations of sexual abuse of minors by Catholic clergy. This revisions address elements of the Charter that the bishops determined to be in need of improvement or further development and align with the Charter\u2019s original intention of safeguarding minors, underscoring the bishops\u2019 continued commitment to addressing the prevention of abuse and ensuring the structures continue to be in place to respond to allegations. In putting forth these revisions, the Committee for the Protection of Children and Young People emphasized their attempts to balance its care of and sensitivity to victim-survivors, with an awareness of due-process, the rights of the accused, pertinent aspects of the revised Book VI of the Code of Canon Law, Vos estis lux mundi, and the Dicastery for the Doctrine of the Faith\u2019s Vademecum. Knestout\u2019s\u00a0<a href=\"https:\/\/www.usccb.org\/resources\/26-Plenary-Charter%20Action%20Item%20(as%20prepared%20for%20delivery)_0.pdf\" rel=\"nofollow noopener\" target=\"_blank\">introduction of the action item<\/a>, the\u00a0<a href=\"https:\/\/www.usccb.org\/resources\/Charter_Revision%20_2026_Final.pdf\" rel=\"nofollow noopener\" target=\"_blank\">final revised text<\/a> of the Charter, and a <a href=\"https:\/\/www.osvnews.com\/child-protection-charter-an-ongoing-project-committed-to-justice-say-usccb-leaders\/\" rel=\"nofollow noopener\" target=\"_blank\">Q&amp;A on the revisions<\/a>.<\/p>\n<p>The plenary agenda also included:<\/p>\n<p>a reflection on\u00a0<a href=\"https:\/\/www.vatican.va\/content\/john-paul-ii\/en\/apost_constitutions\/documents\/hf_jp-ii_apc_15081990_ex-corde-ecclesiae.html\" rel=\"nofollow noopener\" target=\"_blank\">Ex Corde Ecclesiae<\/a>, Pope John Paul II\u2019s apostolic constitution that guides Catholic colleges and universities on theological and pastoral principles, on the 25th anniversary of its implementation in the United States;an update on World Youth Day 2027, to be held in Seoul, South Korea from Bishop Paul Kyung Sang Lee, Auxiliary Bishop of the Archdiocese of Seoul and General Coordinator for World Youth Day Seoul;\u00a0an update from Bishop Juan Miguel Betancourt, SEMV, the chairman of the USCCB\u2019s Synod Implementation and Evaluation Task Force;a presentation by Archbishop Shelton J. Fabre on the feedback received during the bishops\u2019 fraternal dialogues at the November 2025 plenary on Forming Consciences for Faithful Citizenship, the U.S. bishops\u2019 teaching document on the political responsibility of Catholics;remarks by Bishop William A. Wack on Catholic prison ministry and an invitation to his brother bishops to deepen their engagement with the ministry serving those affected by incarceration and detention;an update by Bishop Oscar Cant\u00fa on an <a href=\"https:\/\/www.usccb.org\/resources\/26-Plenary-Update%20on%20Guadalupan%20Novena.pdf\" rel=\"nofollow noopener\" target=\"_blank\">international pastoral initiative<\/a> to prepare for the 500th anniversary of the apparitions of Our Lady of Guadalupe in 2031.<\/p>\n<p>While not on the public agenda for the plenary, the bishops also held a discussion in executive session on Pope Leo XIV\u2019s new encyclical, Magnifica Humanitas, addressing artificial intelligence.<\/p>\n<p>Semi-quincentennial of the United States:<br \/>As the United States celebrates the 250th anniversary of the signing of the Declaration of Independence this year, the U.S. bishops marked the American semi-quincentennial with a special\u00a0<a href=\"https:\/\/youtu.be\/j1WyC4TSeoo\" rel=\"nofollow noopener\" target=\"_blank\">Mass consecrating the United States<\/a>\u00a0to the Sacred Heart of Jesus at the Basilica of Mary, Queen of the Universe in Orlando. To prepare for the moment,\u00a0<a href=\"https:\/\/www.usccb.org\/resources\/Archbishop%20Bernard%20A.%20Hebda%20Reflection%20on%20the%20Sacred%20Heart.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Archbishop Bernard A. Hebda<\/a>,\u00a0<a href=\"https:\/\/www.usccb.org\/resources\/Archbishop%20Shelton%20J.%20Fabre%E2%80%99s%20Reflection%20on%20the%20Sacred%20Heart.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Archbishop Shelton J. Sample<\/a> each gave prayerful reflections and insights on the Sacred Heart during the morning public session before the bishops traveled to the basilica for the celebration of Mass.\u00a0Archbishop William E. Lori delivered the\u00a0<a href=\"https:\/\/www.usccb.org\/resources\/Archbishop%20William%20E.%20Lori%E2%80%99s%20homily%20from%20Mass%20of%20Consecration%20of%20the%20United%20States%20of%20America%20to%20the%20Most%20Sacred%20Heart%20of%20Jesus.pdf\" rel=\"nofollow noopener\" target=\"_blank\">homily<\/a>.
