The program\u2019s stated goal is to create an accessible pathway to entrepreneurship while supporting job creation and neighborhood economic development.<\/p>\n<p>Under the proposal, the selected vendor would design the curriculum, teach the classes, provide coaching and technical assistance, track participant outcomes and deliver a final report to the city. St. Petersburg intends to award the contract to a single provider.<\/p>\n<p>The academy\u2019s curriculum would cover the practical and regulatory aspects of operating a food truck business. Required topics include concept development, menu planning, permitting, food safety, business formation, budgeting, pricing, operations, marketing, insurance, risk management and long-term growth strategies.<\/p>\n<p>The city is seeking a program grounded in practical application rather than theory. Participants would receive workbooks, templates, digital resources and individualized support designed to help them move from a business idea to launch readiness.<\/p>\n<p>Training could be offered in person, online or through a hybrid model. The city will assist with participant recruitment and coordinate training facilities as needed.<\/p>\n<p>A key focus of the academy is measurable economic outcomes. The selected vendor will be expected to track participant progress through metrics such as business plan completion, permit readiness, launch readiness, financial literacy, operational preparedness and job-creation potential.<\/p>\n<p>The solicitation does not specify a budget for the program or establish revenue targets. Instead, vendors are being asked to submit detailed cost proposals covering curriculum development, training delivery, technical assistance, reporting and all other required services. The final contract amount will be negotiated with the selected provider.<\/p>\n<p>The city plans for the initial agreement to run for one year. Vendors must submit a detailed implementation timeline that includes curriculum development, training delivery, coaching sessions, reporting requirements and project closeout activities.<\/p>\n<p>The procurement process is already underway. The solicitation was released Tuesday. Questions from prospective vendors are due July 6, and responses must be submitted by July 14.<\/p>\n<p>The initiative reflects a growing interest among local governments in using entrepreneurship programs as workforce development tools. Food trucks often serve as an entry point into the restaurant industry because startup costs are significantly lower than those associated with opening a traditional restaurant. By providing structured training, technical assistance and business planning support, St. Petersburg hopes to reduce barriers for residents interested in entering the industry.<\/p>\n<p>If successful, the Food Truck Academy could create a pipeline of new small-business owners while expanding opportunities for economic mobility in the city.
