Senate President Ben Albritton is going to need at least two years to <a href=\"https:\/\/www.tallahassee.com\/story\/news\/2025\/02\/20\/senate-plan-aims-to-boost-health-care-education-in-rural-florida\/79232256007\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:finish his own masterpiece;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">finish his own masterpiece<\/a> \u2013 a set of policies known as the Rural Renaissance.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Albritton, a Wauchula Republican, <a href=\"https:\/\/www.tallahassee.com\/picture-gallery\/news\/local\/state\/2024\/11\/19\/florida-legislature-holds-organization-session\/76430715007\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:took the helm of the Senate;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">took the helm of the Senate<\/a> after the 2024 elections, but his plan to infuse rural areas with more funding while expanding options for education, health care, improving transportation infrastructure and adding housing was a casualty of the fight between Gov. Ron DeSantis and House Speaker Daniel Perez, R-Miami, over tax cuts.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">As lawmakers hold committee hearings over the next two months to prepare for the next 60-day legislative session set to begin Jan. 13, Albritton isn\u2019t giving up on completing his policy showpiece.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cIt got caught up in the fray last year and it didn\u2019t pass,\u201d Albritton said on a <a href=\"https:\/\/flsheriffs.org\/podcast\/entry\/episode-142-senate-president-ben-albritton\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Florida Sheriffs Association podcast;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Florida Sheriffs Association podcast<\/a> on Oct. 22. \u201cWe\u2019re coming back again because rural communities need it. Perez preferred a cut to the state sales tax from 6% to 5.25%, but DeSantis was concerned that would crowd out his push for a large property tax cut.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Eventually the sides agreed to a $1.3 billion tax cut plan that didn\u2019t include the key priorities of DeSantis, Perez or Albritton. That scenario could play out again as DeSantis and Perez continue to clash over taxes in the run-up to next year\u2019s session.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">After Perez recently debuted a set of eight property tax cut bills, DeSantis called them \u201c<a href=\"https:\/\/www.merriam-webster.com\/dictionary\/milquetoast#:~:text=%3A%20lacking%20in%20character%20or%20vigor%20%3A%20WISHY%2DWASHY\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:milquetoast;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">milquetoast<\/a>\u201d because they stopped short of completely eliminating levies for homestead owners. All of the House plans exempt the portion of property taxes that goes toward funding K-12 schools.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">DeSantis added that Perez must think voters are \u201cstupid\u201d by attempting to put up to seven measures on the November 2026 ballot. Perez responded by saying DeSantis was either being \u201cpetty and mean\u201d or else he plans to eliminate a large portion of K-12 funding.<\/p>\n<p><img alt=\"From left, Florida House Speaker Daniel Perez, R-Miami; Gov. He&#8217;s a champion of the citrus industry and served as Florida Citrus Commission chair before he ran for the Legislature.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cIt\u2019s easy for me to be supportive of rural Florida because it\u2019s who I am,\u201d Albritton said during an Aug. 21 event in Acadia, where DeSantis was issuing infrastructure grants to rural communities. \u201cIt\u2019s who my family has been for six generations.\u201d Albritton did not respond to requests from the USA TODAY NETWORK \u2013 Florida for an interview.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Florida\u2019s citrus industry, however, has been struggling with a witches\u2019 brew of <a href=\"https:\/\/gardeningsolutions.ifas.ufl.edu\/care\/pests-and-diseases\/diseases\/citrus-greening-faq\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:greening disease;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">greening disease<\/a>, hurricanes and commercial development encroachment on agricultural lands over the last two decades. That\u2019s led to a massive shrinking of the industry\u2019s output, from more than 250 million boxes per year in the early 2000s to just <a href=\"https:\/\/www.nass.usda.gov\/Statistics_by_State\/Florida\/Publications\/Citrus\/Citrus_Summary\/Citrus_Summary_Prelim\/cit082925.pdf\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:14.6 million last year.;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">14.6 million last year.<\/a><\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Albritton has tried to help by getting more than $100 million for citrus research and aid into the budget, but that\u2019s far from the only problem facing the less-dense parts of the state.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Despite Republicans\u2019 push for school choice expansion, many rural areas lack education options, and hospitals and health care facilities typically offer fewer services than those in major metropolitan areas. Florida has <a href=\"https:\/\/floridarevenue.com\/property\/Documents\/fcc_map.pdf\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:29 counties deemed \u201cfiscally constrained\u201d;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">29 counties deemed \u201cfiscally constrained\u201d<\/a> that receive disbursements of more than $70 million to boost their coffers. The counties are generally found in two clusters: one in the Panhandle and one in the landlocked counties of South Florida.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Albritton\u2019s Rural Renaissance bill would\u2019ve spent more than $200 million to expand access to programs and grants for rural areas to spend on expanding access to schools, health care, housing and infrastructure. One of the methods includes increasing the disbursements to those fiscally constrained counties.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe goal obviously was to provide a hand up to rural communities in the state,\u201d Albritton said on the Sheriffs Association podcast. \u201cI\u2019m going to be doing everything I can to make sure it gets passed.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Gray Rohrer\u00a0is a reporter with the USA TODAY Network-Florida Capital Bureau.
