A Jacksonville man is facing a child abuse charge following an investigation by the Onslow County Sheriff’s Office.<\/p>\n
According to arrest records, 44-year-old Justin Scott Keiser was arrested Wednesday, June 17 and charged with misdemeanor child abuse stemming from an incident reported on June 7.<\/p>\n
Charging documents allege Keiser, who was providing care and supervision for a 10-year-old child, created a substantial risk of physical injury. Investigators say Keiser allegedly held the child upside down while screaming in his face before dropping him to the ground and striking him.<\/p>\n
According to the charging documents, the alleged strike was loud enough to be heard on a recording device located approximately 20 feet away.<\/p>\n
