The debate over representation in Jacksonville continues.<\/p>\n
While a controversial state bill is being considered 120 miles away, the Jacksonville City Council met in a special emergency meeting tonight to discuss House Bill 1038 and the possibility of redistricting.<\/p>\n
After nearly two hours of discussion, without public comment, council members voted 4-3 to move forward with discussing the redrawing of district lines.<\/p>\n
Much of the meeting focused on House Bill 1038, which is currently displaced in the North Carolina General Assembly.<\/p>\n
The bill would change how Jacksonville residents are represented by shifting the city to an all at-large election system.<\/p>\n
Several council members argued that if the concern is with district boundaries, then the city should address those boundaries rather than overhaul the entire representation system.<\/p>\n
As an alternative, members proposed redistricting. The meeting concluded with a 4-3 vote to continue discussions on redrawing district lines.<\/p>\n
