A Jacksonville man is among 12 people charged in what federal prosecutors are calling the largest drone-based contraband smuggling operation ever prosecuted in the United States, according to an indictment unsealed June 24.<\/p>\n
James Phillips, 51, of Jacksonville, Florida, is charged with one count of conspiracy to provide contraband in prison and faces a maximum of five years in federal prison.<\/p>\n
Prosecutors allege Phillips, a former inmate at Federal Correctional Institute (FCI) Jesup in Georgia, FCI Talladega in Alabama, and other federal Bureau of Prisons (BOP) facilities, used a contraband cell phone to schedule drone drops of illegal items into those prisons.<\/p>\n
The alleged scheme<\/p>\n
The 17-count federal indictment, filed in the U.S. District Court for the Middle District of Georgia, alleges a conspiracy that began in September 2023 and continued through May 2026. Twelve defendants are accused of using six drones to drop contraband at least 38 times into 10 federal prisons across eight states.<\/p>\n
According to court documents, the operation was based out of a former Macon, Georgia, daycare center that defendants called \u201cThe Lab.\u201d Alleged ringleader Ira Christopher Jackson, 42, of Macon \u2014 also known as \u201cChris,\u201d \u201cCJ,\u201d \u201cAction\u201d and \u201cAction Jackson\u201d \u2014 is accused of using the property to store drones and coordinate drops.<\/p>\n
The contraband allegedly delivered during the conspiracy included methamphetamine, marijuana, K-2, suboxone, cell phones, tobacco and saw blades described in the indictment as being \u201cdesigned and intended to be used as weapons and to facilitate escape.\u201d<\/p>\n
How federal agents tracked the drones<\/p>\n
The BOP had a drone detection system in place that flagged drones flying near prison properties. The system tracked not just the presence of drones, but their make, model and identification numbers, along with launch locations, flight paths and altitudes.<\/p>\n
Five of the six drones used in the operation were allegedly activated at or near \u201cThe Lab\u201d in the days before prison drops, according to court documents.<\/p>\n
