first reported on Kimeridze<\/a> in April, when he was arrested by BSO under the name \u201cKimeridze Giorgi\u201d on a state grand theft charge.<\/p>\nHe was accused of participating in \u201ca rash of schemes\u201d by thieves who \u201cutilize a fraudulent transportation company to acquire luxury vehicle transportation \u2018jobs\u2019 by legitimate auto dealerships\u201d \u2015 in that case, a fraud scheme involving a 2024 Ferrari Purosangue that was supposed to go from a dealership in Pompano Beach to a Maserati dealer in Monmouth, New Jersey.<\/p>\n
Now, Kimeridze is accused of \u201cfacilitating the operation\u201d of two durable medical equipment companies that fraudulently billed Medicare and other federal health care programs \u201cmore than $1 billion for urinary catheters, orthotic braces and wound dressings that beneficiaries did not need and did not receive,\u201d of which, \u201capproximately $4.9 million was paid,\u201d according to a federal criminal complaint and a DOJ news release.<\/p>\n
One of those companies was ABRH Care, authorities said. Another man, Ibrahim Hilmi, 58, of Miami, is also charged in connection with the operation of ABRH Care, authorities said.<\/p>\n
Kimeridze, a native of the former Soviet country of Georgia, was taken into the custody of the Department of Homeland Security after bonding out of jail in April, the complaint states. He\u2019s facing a charge of conspiracy to commit money laundering. The Ferrari case remained open in Broward court as of Thursday afternoon.<\/p>\n
The DOJ also announced charges for several other South Florida residents accused of additional fraud schemes:<\/p>\n
Casilda Muniz Rodriguez, 57, of Hialeah, is accused of \u201cfraudulently bill(ing) Medicare for over $117 million for skin substitutes and wound care products that were never provided.\u201d<\/p>\n
Investigators said Eduardo Javier Ibarra Arrowsmith, 61, of Miami, \u201cimpersonated a deceased Miami-Dade neurologist and used that doctor\u2019s credentials \u2014 including his name, National Provider Identifier number, and Florida medical license number” as part of \u201ca scheme to fraudulently certify naturalization applicants as disabled in order to exempt them from the English language and civics requirements of the U.S. citizenship naturalization test.\u201d<\/p>\n
Laura Seiler-Anstett, 55, of Coral Springs, is accused of a $58.3 million scheme involving durable medical equipment. Prosecutors said the \u201cfraudulent claims were for orthotic braces that were medically unnecessary, ineligible for reimbursement, and procured through the payment of illegal kickbacks and bribes.\u201d<\/p>\n
Prosecutors said Yilian Cruz, 36, and Inti Cruz, 55, both of Miami Lakes; and Adaimis Perez Arencibia, 39, of Miami, are facing charges related to a mental health care fraud scheme. They said the Cruzes, married co-owners of the Miami clinic De La Cruz Mental Health LLC, conspired with others, including Perez Arencibia, a therapist to pay illegal kickbacks to recruit elderly Medicaid beneficiaries as patients.<\/p>\n
Rene Yartu Couceiro, 57, of Miami, is accused in connection \u201cwith a Medicaid and Medicare fraud scheme involving a Miami mental health clinic\u2019s payment of \u201cdonations\u201d in the form of cash payments to Medicaid and Medicare beneficiaries for agreeing to receive psychosocial rehabilitation (PSR) and Transcranial Magnetic Stimulation (TMS) therapy that was not all provided as represented,” according to the DOJ release.<\/p>\n
Rajiv Shah, 65, of Palm Beach Gardens, and Anthony Tursi, 39, of Boynton Beach, are accused of multi-million-dollar schemes involving fraudulent Medicare billing for durable medical equipment and \u201cmedically unnecessary genetic testing,\u201d respectively.<\/p>\n
