For two years, those funds have been her lifeline, stretching to cover groceries for herself and her family. \u201cIf they don\u2019t come in,\u201d she said, \u201cI wouldn\u2019t be able to make it. I don\u2019t know what I would do.\u201d<\/p>\n<p>Claudia isn\u2019t alone. Across the Treasure Coast, roughly 80,000 residents rely on the Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps, to put food on the table. That\u2019s 1 in 8 people here, including 17 million children nationwide, 6 million seniors, and 1 million with disabilities. But as the federal government shutdown stretches into its 34th day, an unprecedented crisis has unfolded: For the first time in SNAP\u2019s 60-year history, November benefits \u2014 totaling $8-9 billion nationally \u2014 failed to disburse on Nov. 1.<\/p>\n<p>The fallout is raw and immediate.<\/p>\n<p>In Florida alone, 3 million people, including Treasure Coast families still mending from hurricane scars, woke up to empty EBT cards. \u201cWe\u2019re already stretched thin from a 30% spike in meal demands,\u201d said Stephanie Kingsbury, Executive Director of Mustard Seed Ministries.<\/p>\n<p>Sherry, 48, of Fort Pierce, feels the pinch. She\u2019s depended on SNAP for three years to nourish her 18-year-old autistic daughter, whose benefits were slashed earlier this year from $300 to $157 under tighter eligibility rules from the One Big Beautiful Bill Act.<\/p>\n<p>\u201cMy girl is 218 pounds, but it\u2019s not about that \u2014 it\u2019s that she\u2019s not getting enough nutrition as it is,\u201d Sherry shared, her words heavy with worry. \u201cIf November doesn\u2019t come through, I don\u2019t know how we\u2019ll make it. We\u2019re already rationing.\u201d<\/p>\n<p>Washington fiasco: Partial funding amid the feud<\/p>\n<p>The shutdown, triggered Oct. 1 after Congress deadlocked on a spending bill, pits Republicans \u2014demanding a \u201cclean\u201d resolution without Democratic priorities like health insurance subsidies \u2014against Democrats, who decry the impasse as GOP obstruction.<\/p>\n<p>The White House initially refused to tap the USDA\u2019s $5.25-6 billion contingency fund, arguing it\u2019s only for mid-year shortfalls, not full fiscal-year lapses \u2014 a stance experts call a \u201cpolitical cudgel\u201d and a reversal from prior shutdown plans.<\/p>\n<p>The crisis escalated with lawsuits from 25 Democratic-led states and D.C., claiming the halt violates the 2008 Food and Nutrition Act\u2019s mandate for uninterrupted entitlements.<\/p>\n<p>On Oct. 31, federal judges in Massachusetts and Rhode Island ruled in the states\u2019 favor, ordering the USDA to authorize benefits from reserves and report back by noon, Nov. 3.<\/p>\n<p>In response, the Trump administration announced partial funding for November SNAP benefits, drawing from a $4.65 billion emergency fund\u2014enough for roughly half of the typical $190 per-person monthly payout.<\/p>\n<p>As of Nov. 3, states are awaiting USDA guidance on per-household calculations, with loading onto EBT cards potentially taking up to two weeks \u2014 and system changes for reduced amounts possibly stretching weeks or months longer. USDA emails to grocers even prohibit discounts for SNAP users, citing federal rules \u2014 prompting at least two chains to retract offers after warnings.<\/p>\n<p>According to reports, Gov. Ron DeSantis has rebuffed calls from all 43 Democratic lawmakers to declare a state of emergency and tap the $1 billion preparedness fund, labeling the shutdown \u201cD.C. theater.\u201d<\/p>\n<p>No statewide order has followed, though counties eye $2 million in local aid.<\/p>\n<p>District divided, but united in need<\/p>\n<p>The pain hits home in Florida\u2019s 21st Congressional District, where Rep. Brian Mast (R) has not publicly pressed for contingency funds, yet he has decried on his website the \u201cpolitical game\u201d by Democrats being played over workers and their families.<\/p>\n<p>Bernard Taylor, a firefighter-paramedic running to unseat Mast, spoke with Hometown News before the judges\u2019 rulings, his frustration palpable.<\/p>\n<p>\u201cHuman rights shouldn\u2019t be up for political negotiation,\u201d Taylor said. \u201cThe fact that our reps aren\u2019t bridging this gap for the people who need it most is atrocious. Gov. DeSantis sees other states stepping up with reserves\u2014why not here? Leaders must set aside differences, open the government, and ensure bare-minimum access to food.\u201d<\/p>\n<p>Taylor, is organizing a turkey giveaway on Nov. 25 at Friendship Missionary Baptist Church in Fort Pierce at 4 p.m. \u201cFeeding people isn\u2019t partisan \u2014 it\u2019s human.\u201d<\/p>\n<p>Neighbors feed neighbors as Washington stalls<\/p>\n<p>While D.C. delivers only half-measures and delays, the Treasure Coast is proving that community beats bureaucracy. Across the Treasure Coast everyday, residents are turning porches into pantries and group chats into lifelines.<\/p>\n<p>Elizabeth Faulk, a mother on Sunberry Circle in Fort Pierce, saw the hunger firsthand and refused to wait. After posting on social media that she\u2019d help any family struggling for food, the messages poured in. By Sunday night, she\u2019d already fed two families. On Monday, she launched a neighborhood food pantry from her home.<\/p>\n<p>One anonymous donor dropped off six full grocery bags (pictured), each labeled \u201cMeal in a bag.\u201d<\/p>\n<p>She\u2019s not alone.<\/p>\n<p>Similar pop-up pantries are sprouting in Lakewood Park, Vero Beach, and Stuart \u2014 church parking lots turned into drive-through distributions, moms organizing \u201cmeal trains\u201d via Nextdoor, and local businesses matching donations.<\/p>\n<p>The Treasure Coast Food Bank reports a surge in small-scale giving: individuals buying $50 Publix gift cards to hand out, retirees emptying pantries, and kids holding bake sales for canned goods.<\/p>\n<p>\u201cThis is what we do,\u201d says Kingsbury. \u201cWhen the system fails, we don\u2019t.
