The department stores very often own their own land. So, in this particular mall, we have five different entities that had to all say yes and agree to changes,&#8221; Hipes said.In the first phase of development, about 400 units will be built on 15 acres, which includes the Macy&#8217;s building.The Macy&#8217;s building will be demolished to make way for the apartments, and the developers will build a new public entrance to the mall there.In a second phase, another 300 units will be built on the west side of the mall.Hipes said the development is entirely funded by private investment. A development group is spending an estimated $100 million to build the apartments on the Macy&#8217;s parcel of land.&#8221;It&#8217;ll kill two birds with one stone. It&#8217;ll bring your mall back to life, and it&#8217;ll stop some of the traffic in local neighborhoods. Now, does that mean the mall growth is not going to bring any traffic on local roads? Of course not. But this is the best place to put density of population, and it gives the mall the best shot at turning around,&#8221; Hipes said.Hipes explained that developers will now work on construction plans to present to the city in order to get permits.
