The\u00a0Development Review Committee<\/a>\u00a0(DRC) recommended\u00a0denial\u00a0Wednesday for a proposed commercial outparcel after the project generated the most discussion of the morning over parking, pedestrian access,\u00a0landscaping\u00a0and dumpster\u00a0placement.\u00a0<\/p>\n

The\u00a0Youthers\u00a0Outparcel construction site plan, a first submittal, proposes a\u00a0roughly 7,500-square-foot\u00a0multi-tenant commercial building at 2050 Plymouth Sorrento Road. The building could include\u00a0office,\u00a0restaurant\u00a0and retail uses, according to city staff.\u00a0<\/p>\n

Jun Sohn, the city\u2019s project manager for the item, said the recommendation was for the project to\u00a0return\u00a0because of outstanding comments.\u00a0<\/p>\n

A Kimley-Horn representative said the proposed commercial building is the third phase of a larger development,\u00a0after\u00a0a self-storage facility and planned medical offices.\u00a0\u00a0<\/p>\n

\u201cThis is technically phase three,\u201d he said while seeking clarification on\u00a0survey,\u00a0parking\u00a0and bicycle parking requirements.\u00a0<\/p>\n

Dale Smith,\u00a0representing\u00a0Public Works, also raised concerns about the dumpster area. He said the dumpster doors would be acceptable if they\u00a0stop\u00a0at 90 degrees but warned they could otherwise swing into the drive aisle.\u00a0\u00a0<\/p>\n

\u201cIf it stops at 90 degrees, you\u2019re good,\u201d Smith said. \u201cBut if it continues to swing, it\u2019s going to be in the driveway.\u201d\u00a0\u00a0<\/p>\n

He also noted that, as drawn, people would have to walk into the drive\u00a0aisle\u00a0to reach the dumpster.\u00a0<\/p>\n

The\u00a0applicant\u2019s\u00a0representative said the plans could be revised to extend the sidewalk and add a connection point so users could access the dumpster without entering the drive aisle.\u00a0<\/p>\n

The DRC also reviewed the Kelly Park South\u00a0KPI\u00a0master plan amendment, but that item received little discussion.\u00a0The\u00a0project was\u00a0also\u00a0not\u00a0recommended for approval because of outstanding comments.\u00a0<\/p>\n

Lance Bennett, with Pape-Dawson, said the applicant had comments\u00a0from\u00a0engineering and planning and requested separate meetings with staff.\u00a0<\/p>\n

\u201cI think the majority of the\u00a0questions\u00a0we\u00a0would be better set to have an offline conversation,\u00a0so I request separate meetings,\u201d Bennett said.\u00a0<\/p>\n

Because comments remained outstanding, the city could not recommend approval.\u00a0<\/p>\n

Oakmoor, formerly known as Ondich North, received a recommendation for approval\u00a0after staff clarified the discussion involved Ondich North rather than Ondich South. The 196-lot single-family subdivision is planned north of Ondich Road and west of State Road 453.\u00a0<\/p>\n

The DRC also recommended approval of a second-submittal construction site plan amendment for Chandler Row, a proposed 240-unit attached single-family townhome development on Chandler Road.\u00a0Staff described the amendment as a minor revision related to fire flow.\u00a0<\/p>\n

The committee also did not recommend approval of Eden Crest Phase 2, a proposed 115-lot subdivision along Johns Road and South Binion Road, and a second-submittal construction site plan for a 6,815-square-foot AutoZone at 1788 Rock Springs Road because of outstanding comments.\u00a0<\/p>\n
