{"id":3385,"date":"2025-10-14T22:15:06","date_gmt":"2025-10-14T22:15:06","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/3385\/"},"modified":"2025-10-14T22:15:06","modified_gmt":"2025-10-14T22:15:06","slug":"broward-high-school-students-can-now-use-cellphones-at-lunch","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/3385\/","title":{"rendered":"Broward high school students can now use cellphones at lunch"},"content":{"rendered":"<p>Lunchtime may also be cellphone time again for Broward high school students.<\/p>\n<p>The School Board voted 5-4 on Tuesday to amend a policy that had <a href=\"https:\/\/www.sun-sentinel.com\/2024\/07\/24\/broward-schools-ban-most-cellphone-use-in-schools-heres-what-to-know\/\" rel=\"nofollow noopener\" target=\"_blank\">banned all student use<\/a> of cellphones from the morning bell until dismissal. The restriction has now been lifted for high school students, who can talk, text, surf the web and listen to music during their lunch period starting on Wednesday.<\/p>\n<p>Cellphones will still be banned all day for students in kindergarten to eighth grade, due to a <a href=\"https:\/\/www.sun-sentinel.com\/2025\/05\/30\/desantis-signs-law-restricting-cellphones-in-schools\/\" rel=\"nofollow noopener\" target=\"_blank\">new state law<\/a>. The state also prohibits students in all grades from using their phones during instructional periods, unless authorized by a teacher for academic purposes. But it\u2019s up to school districts to decide whether high school students can use the devices during non-instructional times.<\/p>\n<p>Board members passed the K-12 cellphone ban last year, citing national research that concluded the overuse of cellphones can hurt students academically, mentally and socially. However, a study conducted by Florida Atlantic University of Broward\u2019s policy produced more <a href=\"https:\/\/www.sun-sentinel.com\/2025\/07\/23\/cellphone-ban-could-be-relaxed-for-broward-schools\/\" rel=\"nofollow noopener\" target=\"_blank\">mixed results<\/a>. Some teachers and administrators cited anecdotal benefits of the cellphone restrictions but \u201cno conclusive evidence connecting the policy to improved academic achievement or mental health outcomes.\u201d<\/p>\n<p>Five of the nine board members supported relaxing the rule following complaints by students and parents, as well as concerns from administrators that the lunch policy was tough to enforce on large high school campuses.<\/p>\n<p>\u201cI believe there is adequate research to suggest that excessive use of cellphones is problematic,\u201d said board member Jeff Holness, who voted to change the policy. \u201cHowever, limited use of cellphones during lunch time, which will probably be about 15 to 20 minutes at most, can also be beneficial. The restriction has now been lifted for high school students, who can talk, text, surf the web and listen to music during their lunch period starting on Wednesday.<\/p>\n<p>Holness was joined by Chairwoman Debbi Hixon and board members Rebecca Thompson, Maura Bulman and Lori Alhadeff. They noted that the district has embraced technology in other ways, launching an artificial intelligence program with Microsoft and approving an initiative to <a href=\"https:\/\/www.sun-sentinel.com\/2025\/09\/10\/broward-schools-to-buy-laptops-while-investigation-proceeds\/\" rel=\"nofollow noopener\" target=\"_blank\">issue laptops<\/a> to students later this school year.<\/p>\n<p>\u201cI don\u2019t know that we can celebrate AI and then be super dismissive and critical of other technologies,\u201d Bulman said. \u201cThat just doesn\u2019t make any sense to me.\u201d<\/p>\n<p>But the four dissenting board members \u2014 Adam Cervera, Sarah Leonardi, Nora Rupert and Allen Zeman \u2014 said they felt strongly that the policy shouldn\u2019t change.<\/p>\n<p>Leonardi said administrators have told her that the policy has resulted in a reduction in fights and bullying and improved students\u2019 social interactions with other students.<\/p>\n<p>\u201cI see the positive progress we\u2019re making with our kids, and it would be devastating to reduce or take away the opportunity these kids have to interact with each other without the restrictions of a phone,\u201d she said.<\/p>\n<p>Superintendent Howard Hepburn had also been a proponent of the ban. Zeman asked him on Tuesday whether his views had changed. Hepburn said they had not.<\/p>\n<p>Hepburn said he knows most students <a href=\"https:\/\/www.sun-sentinel.com\/2024\/10\/20\/broward-schools-cellphone-ban-draws-both-praise-and-criticism-heres-how-its-going\/\" rel=\"nofollow noopener\" target=\"_blank\">disagree with him<\/a>, but he said he\u2019s received troubling reports from business leaders who have complained of students who \u201care socially inept\u201d and \u201cdon\u2019t know how to collaborate and communicate with each other.\u201d<\/p>\n<p>\u201cNot to mention all the social ills that segue into our schools with social media, using their free time at school also,\u201d Hepburn said.<\/p>\n<p>Thompson, whose background is in mental health, said that\u2019s not the way she views students.<\/p>\n<p>\u201cI really have an issue with people characterizing our students as zombies or that they can\u2019t pay attention or that business communities complain about how they\u2019re acting,\u201d she said. \u201cOur students, especially our high school students, are the next leaders. They have advocated for the possibility of having this at lunch. They have given us reason after reason to do this. Their parents would like them to have this opportunity.\u201d<\/p>\n<p>The majority of board members wanted the new policy to take effect on the first day of school this year. But the rule was not included when the School Board voted on the annual student code of conduct in July.<\/p>\n<p>Major changes to the student code of conduct policy require a certain amount of public notice as well as a discussion in a workshop, General Counsel Marylin Batista told the board in July.<\/p>\n<p>School Board members decided they couldn\u2019t delay passing the student code of conduct because it contained other provisions that are required to comply with recent state laws passed by the state Legislature.<\/p>\n<p>In other business during Tuesday\u2019s meeting, the School Board also announced that Batista, a longtime district lawyer, is resigning as general counsel.
