CAPE CORAL, Fla. (WINK) \u2014 Cape Coral has implemented a hiring freeze for what the city calls \u201cquality-of-life positions\u201d as leaders prepare for uncertainty surrounding a proposed statewide property tax reform ballot measure.<\/p>\n
Cape Coral City Manager Michael Ilczyszyn confirmed the hiring freeze to WINK News. The hiring freeze does not apply to public safety positions, which can continue filling vacancies.<\/p>\n
The move comes as city leaders continue developing the city\u2019s Fiscal Year 2027 budget.<\/p>\n
During a budget workshop Wednesday, city staff presented multiple options to balance next year\u2019s budget while addressing requests for additional public safety funding. Those options included adjusting the property tax millage rate, increasing the fire service assessment, increasing the public service tax or reducing expenditures.<\/p>\n
Staff also presented a spending scenario that would prioritize public safety first, infrastructure second and quality-of-life services third.<\/p>\n
As part of that scenario, staff identified approximately $12.9 million in potential reductions. The largest proposed reductions would be in Development Services, Public Works, Parks and Recreation and the City Manager\u2019s Office.<\/p>\n
Staff also outlined possible reductions affecting parks and recreation programs, special events, 311 services, communications and code compliance.<\/p>\n
However, city leaders have not voted to approve any of those reductions, and the scenarios were presented as options for council to consider while developing the budget.<\/p>\n
Cape Coral resident Jennifer Desrosiers said she understands why police and fire remain top priorities but worries about what reductions to community programs could mean.<\/p>\n
\u201cI know it\u2019s not a popular opinion. I would rather my tax money go to making the city what makes it so special,\u201d Desrosiers said. \u201cCape Coral feels like such a small town, even though it\u2019s massive, and it\u2019s because of those services.\u201d<\/p>\n
She also questioned whether reducing resources is the right approach for one of Florida\u2019s fastest-growing cities.<\/p>\n
\u201cHow do you take a city that\u2019s rapidly expanding the way that we are and think that they can keep up with that with fewer resources?\u201d Desrosiers said.<\/p>\n
Another neighbor, Tom Shadrack, attended Wednesday\u2019s budget workshop and said he believes public safety and infrastructure should remain the city\u2019s top priorities.<\/p>\n
\u201cIt is safety and infrastructure, roads and the utility program in the north, and to keep our water quality good,\u201d Shadrack said. \u201cThat is the primary function. And then, if they have leftover money, it\u2019s parks and recreation and things like that.\u201d<\/p>\n
The budget process is still in its early stages. City council is expected to hold additional budget workshops over the next few weeks. Public hearings are scheduled for September before the city is expected to adopt its final Fiscal Year 2027 budget.<\/p>\n","protected":false},"excerpt":{"rendered":"CAPE CORAL, Fla.
