Here\u2019s the full list"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">TALLAHASSEE, Fla. \u2013 Florida lawmakers are busy preparing for the next Legislative session, with hundreds of new bills already being filed.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Of those, though, over a dozen are proposed amendments to the state Constitution, which puts a few more obstacles in the way of them becoming law.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Even if lawmakers approve these amendments, residents will still have to consider them during the next general election in 2026.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">To become law, these amendments will require at least 60% approval from voters, meaning they wouldn\u2019t be implemented until Jan. 1, 2027.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">That being said, nearly every proposed amendment thus far tackles the issue of property taxes \u2014\u00a0<a href=\"https:\/\/www.news4jax.com\/news\/politics\/2025\/02\/03\/desantis-begins-push-to-lower-florida-property-taxes-wants-constitutional-amendment-to-increase-homestead-exemption\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.news4jax.com\/news\/politics\/2025\/02\/03\/desantis-begins-push-to-lower-florida-property-taxes-wants-constitutional-amendment-to-increase-homestead-exemption\/\">an issue that Gov. Ron DeSantis hammered away at earlier this year.<\/a><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">DeSantis has argued that property taxes across the state are too high, pushing lawmakers to put forth feasible proposals to mitigate these costs for homeowners.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, these concerns have also caused the governor\u00a0to butt heads with some members of his party, who claimed that lowering property taxes would be too costly for local governments that rely on them.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">RELATED | <a href=\"https:\/\/www.news4jax.com\/news\/florida\/2025\/10\/23\/desantis-dismisses-property-tax-proposals-brought-forth-by-florida-house-calls-approach-political-game\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.news4jax.com\/news\/florida\/2025\/10\/23\/desantis-dismisses-property-tax-proposals-brought-forth-by-florida-house-calls-approach-political-game\/\">DeSantis dismisses property tax proposals brought forth by Florida House, calls approach \u2018political game\u2019<\/a><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Regardless, House Republicans and even a Senate Democrat have put forth their own proposals for property tax reform.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.clickorlando.com\/news\/florida\/2025\/11\/05\/florida-lawmakers-consider-13-new-amendments-heres-the-full-list\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.clickorlando.com\/news\/florida\/2025\/11\/05\/florida-lawmakers-consider-13-new-amendments-heres-the-full-list\/\">News4JAX sister station WKMG in Orlando<\/a> put together a list of amendment proposals as of Nov. 4. Here\u2019s the list:<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82562\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82562\">HJR 27<\/a>\u00a0\u2014 Local Term Limits<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">House Joint Resolution 27 would set up term limits of 12 consecutive years for county commissioners and school board members.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">After that 12-year limit, prospective candidates would have to wait four more years before running again.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82598\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82598\">HJR 67<\/a>\u00a0\u2014 Assessed Value Limits<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">House Joint Resolution 67 would reduce the maximum amount that a homestead property\u2019s assessed value can be raised annually from 3% to 1.5%.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82727\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82727\">HJR 201<\/a>\u00a0\u2014 Eliminating Property Taxes<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">House Joint Resolution 201 would establish a homestead exemption for all non-school property taxes.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In addition, the amendment would prohibit local governments from reducing their law enforcement funding.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82728\" year for 10 years.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Afterward, the amendment would make all homestead properties exempt from non-school property taxes beginning on Jan. 1, 2037.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In addition, the amendment would prohibit local governments dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">House Joint Resolution 205 would exempt residents ages 65 and over from paying non-school taxes on their homes.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In addition, the amendment would prohibit local governments from reducing their law enforcement funding.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82730\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82730\">HJR 207<\/a>\u00a0\u2014 Property Tax Exemptions (25%)<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">House Joint Resolution 207 would apply a homestead exemption for non-school property taxes equal to 25% of the remaining assessed value after applying existing exemptions.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In addition, the amendment would prohibit local governments from reducing their law enforcement funding.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82731\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82731\">HJR 209<\/a>\u00a0\u2014 Property Insurance Relief<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">House Joint Resolution 209 increases homestead exemptions for non-school property taxes by $100,000.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, this only applies if the property is subject to a comprehensive multiperil insurance policy.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In addition, the amendment would prohibit local governments from reducing their law enforcement funding.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82732\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82732\">HJR 211<\/a>\u00a0\u2014 Accrued Tax Benefits<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">House Joint Resolution 211 would allow the full value of the accrued benefit from special limitations on homestead property tax assessments to be transferred to a new homestead for non-school levies.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In addition, the amendment would prohibit local governments from reducing their law enforcement funding.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82733\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82733\">HJR 213<\/a>\u00a0\u2014 Assessment Limits<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">House Joint Resolution 213 would limit homestead assessment increases for non-school property taxes to once every three years.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The proposal also limits assessment increases for\u00a0non-homestead properties to 15% once every three years.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In addition, the amendment would prohibit local governments from reducing their law enforcement funding.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82781\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82781\">SJR 270<\/a>\u00a0\u2014 Property Tax Exemptions (65+)<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Joint Resolution 270 would exempt residents ages 65 and over from paying non-school taxes on their homes.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">This exemption applies to homes owned and maintained as a permanent residence for at least five years, with a household income of $350,000 or less (adjusted annually for inflation).<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82785\">SJR 274<\/a>\u00a0\u2014 Property Tax Exemptions (Long-Term)<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Joint Resolution 274 would prevent the assessed value of properties from going up.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">This prohibition would apply to properties that have been owned and lived in for at least 20 years.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The proposal would also grant properties an extra homestead tax exemption equal to 50% of their assessed values (not including school district levies) if they\u2019ve been owned and lived in as a primary residence for at least 30 years.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82787\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82787\">SJR 278<\/a>\u00a0\u2014 Assessed Value Limits (Homes)<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Joint Resolution 278 would limit the assessed values of certain homes in the state.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">More specifically, the proposal would apply to new homestead properties established after a change of ownership that had an assessed value of under $500,000 in the preceding year.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Under this amendment, the assessed value of such a property could not be raised by over 150% in a given year for property taxes.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82790\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82790\">SJR 282<\/a>\u00a0\u2014 Assessed Value Limits (Businesses)<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Joint Resolution 282 would limit the assessed value of real property used for commercial purposes by small businesses.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">More specifically, the proposal would prevent the assessed value from rising by over 3% or the\u00a0<a href=\"https:\/\/www.bls.gov\/cpi\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.bls.gov\/cpi\/\">CPI percentage change<\/a>\u00a0\u2014 whichever is lower.<\/p>\n<p>Copyright
