Cape Coral implements hiring freeze ahead of property tax amendment vote

"JaylenCAPE CORAL, Fla. —

Cape Coral has instituted a hiring freeze on quality-of-life positions, excluding public safety and infrastructure maintenance, in preparation for a potential property tax amendment that could significantly impact the city’s budget.

“The last thing any organization or any leader of an organization wants to do is bring people in to provide services that immediately need to be unraveled and have to tell them that they’re no longer needed,” said Cape Coral City Manager Michael Ilczyszyn.

The proposed amendment, which will appear on November’s ballot, could result in a revenue loss of more than $40 million for the city. Ilczyszyn described the hiring freeze as a proactive measure to address potential budget cuts while ensuring essential services are maintained.

“This is a proactive measure to try to minimize the impacts to the organization. Obviously, there will be impacts to the community that would be felt,” Ilczyszyn said.

He explained that the city’s core services—public safety and infrastructure maintenance—are the priority, but other services may face challenges. “Everybody has to ask themselves what they believe is important to them in the community. Unfortunately, when you look at the core services for a governmental entity, it’s always public safety, and it’s always infrastructure maintenance; what’s left are all the quality of life services and programs,” he said.

Residents have voiced concerns about the potential effects on community programs, parks and recreation, code enforcement, and administrative services.

“We pay taxes because we want, in exchange for the taxes, value. And we want a good place to live. It’s not just about fire and safety and police. Of course we want it. That’s the basics. But we want Cape Coral to be a superior place to live. And so for that, Parks and Rec, all of these services we provide so we can enjoy living here and enjoy being here are very important to us,” said Cape Coral resident David Sacks.

Another resident, Ronald Goodheart, acknowledged the need for caution but also shared his perspective on job opportunities. “Having worked in the government for a long time myself, I also know that there are positions that aren’t necessarily still needed. So maybe it is wise to look over and see what we don’t really need anymore. You know, as far as positions,” he said.

For now, the hiring freeze remains in place. The city’s next steps will depend on the outcome of the November vote.
