Thomas Carroll. (MDCR) <\/p>\n<p class=\"c-paragraph\">MIAMI \u2014 A high-ranking Miami police officer is in trouble with the law again.<\/p>\n<p class=\"c-paragraph\">Miami Police Department Lt.
