Cape Coral government<\/p>\n

Cape Coral City Council on July 22 approved the creation of special governing districts for two of the city\u2019s largest early-stage developments,<\/a> allowing the future communities to finance their own infrastructure separately from the rest of the city.<\/p>\n

The districts include the 47-acre Seven Islands Community Development District in northwest Cape Coral, proposed by developer Gulf Gateway Resort & Marina LLC, and the 1,280-acre Star Farms CDD by Forestar USA Real Estate Group at the city’s northern edge.<\/p>\n

CDDs are limited independent governments that finance infrastructure and amenities, typically through municipal bond debt. Cape Coral City Council, however, retains authority over zoning, permitting and land-use planning.<\/p>\n

CDD residents typically pay assessments, similar to homeowner association fees, to cover the costs of sewer, water, landscaping and other infrastructure. Each district is overseen by a board required to hold public meetings and approve spending measures.<\/p>\n

The Seven Islands CDD plans to build $71.5 million in initial infrastructure to serve an expected 2,480 residents, while the Star Farms CDD plans $221 million in startup infrastructure to serve an estimated 8,750 residents at full buildout.<\/p>\n","protected":false},"excerpt":{"rendered":"This map outlines the proposed Seven Islands Community Development District in northwest Cape Coral.
