Just over a year after getting a 30-day license suspension, a Sunny Isles Beach plastic surgery center got a permanent license revocation from the Florida Department of Health this month.<\/p>\n
Though the website still advertises them<\/a>, no more Brazilian butt lifts, breast augmentation or mommy makeovers at Perfection Plastic Surgery, in the high rise at 16690 Collins Ave., the corner of Sunny Isles Boulevard and Collins Avenue. The final order revoking Perfection\u2019s permission<\/a> to perform \u201csurgery w moderate\/conscious to deep sedation\u201d got filed July 16.<\/p>\n Perfection\u2019s med spa can remain open.<\/p>\n State corporate records say Perfection is run by President Iris Kogan<\/a> with Angela Kogan as the registered agent.<\/p>\n READ MORE: 4 malpractice suits now pending against Miami plastic surgeon \u2018Boob God\u2019<\/a><\/p>\n The imperfections of Perfection<\/p>\n Showing the sometimes turgid pace of medical license discipline, the Florida Department of Health administrative complaint that led to Perfection\u2019s June 2025 30-day suspension<\/a> was filed Aug. 16, 2024 from an inspection done Dec. 6, 2022.<\/p>\n The inspection that led to the license suspension happened on Aug. 22, 2024. Here were some of the problems found, from the final order, which stated \u201cno material facts\u201d were disputed by Perfection.<\/p>\n Perfection\u2019s crash cart was \u201cmissing the required sodium bicarbonate 50 mEq\/50 ml,\u201d something that can help in cardiac arrest situations or if your blood becomes too acidic.<\/p>\n READ MORE: He told patients he was a doctor. They\u2019re still suffering from his procedures<\/a><\/p>\n Perfection\u2019s \u201cCO2 detection device was expired.\u201d<\/p>\n Perfection \u201cdid not have a risk management program at the time of the inspection.\u201d<\/p>\n Dr. Christian Quintero, the designated physician in charge of making sure Perfection was in compliance with state statutes, took out too much supernatant fat \u201cin combination with fat transfer to the buttocks, chest and deltoids and for nipple repositioning\u201d with Patient 1.<\/p>\n On the same patient, Quintero did a Brazilian butt lift without using ultrasound guidance or at least documenting that he used it. Quintero also failed to do or at least document in medical records an in-person medical exam of Patient 1 at least a day before the surgery.<\/p>\n Quintero did the same surgery-without-examination on Perfection patients on June 7, 2024 and July 19, 2024, according to the final order.<\/p>\n (An administrative complaint against Quintero\u2019s license<\/a> filed in June 2026 says he skipped the same significant step on a patient at Coral Gables\u2019 Gentera Plastic Surgery.)<\/p>\n Perfection\u2019s \u201csurgical logs were missing required information for several patients between Feb. 9, 2024, and July 14, 2024, including the name of the practitioner who gave the medical clearance, the duration of the surgery, a diagnosis, the American Society of Anesthesiologists Physical Status Classification (\u201dASA classification\u201d) of the patient, and the type of anesthesia used.\u201d<\/p>\n Several patients between June 7, 2024 and July 19, 2024 weren\u2019t told in writing before surgery the \u201cname and location of a \u201chospital where the surgeon had privileges to perform the same procedure\u201d or \u201ca hospital where the surgeon or the facility had a transfer agreement.\u201d<\/p>\n
