JACKSONVILLE, Fla. \u2013 Jacksonville City Council members are set to take up a high-stakes vote Tuesday on whether to override Mayor Donna Deegan\u2019s veto of Ordinance 2025-872<\/a>, a measure that would shift some appointment power for two city-related boards from the mayor\u2019s office to the City Council president.<\/p>\n

The veto override vote was added to the agenda on the meeting addendum. The bill was initially introduced in November.<\/p>\n

An override would require a two-thirds vote of the full council.<\/p>\n

What the ordinance would change<\/p>\n

The legislation targets appointments to the Kids Hope Alliance (KHA) Board and the Jacksonville Public Library Board of Trustees, splitting appointment authority between the mayor and the council president \u2014 with all appointments still requiring City Council confirmation. <\/p>\n

Currently, the appointments all rest with the mayor and council approval.<\/p>\n

If it were to become law:<\/p>\n

Kids Hope Alliance Board (7 members)<\/p>\n

4 members\u00a0appointed by the\u00a0mayor, confirmed by\u00a0City Council<\/p>\n

3 members\u00a0appointed by the\u00a0council president, confirmed by\u00a0City Council<\/p>\n

Jacksonville Public Library Board of Trustees (12 members)<\/p>\n

The\u00a0mayor appoints 7 members\u00a0(one from each of the five at-large groups, plus\u00a0two at-large seats)<\/p>\n

The\u00a0council president appoints 5 members\u00a0(one from each of the five at-large groups)<\/p>\n

All appointments would still be\u00a0subject to City Council confirmation.<\/p>\n

Why it\u2019s raised questions: separation of powers<\/p>\n

Supporters argue the changes create more shared governance and a bigger role for council leadership in shaping boards that oversee major public services.<\/p>\n

Opponents have framed it as a separation-of-powers dispute, saying the ordinance chips away at traditional executive appointment authority held by the mayor\u2019s office.<\/p>\n

Council members are expected to debate that balance Tuesday as they consider whether to override the mayor\u2019s veto.<\/p>\n

In a statement, Council Member Rahman Johnson said he plans to vote to uphold the mayor\u2019s veto, after previously voting for the ordinance when it passed.<\/p>\n

Johnson said a deeper review led him to believe the ordinance is \u201cwell-intentioned,\u201d but needs more work before becoming law.<\/p>\n

\u201cLeadership is not about defending yesterday\u2019s vote. Leadership is about making today\u2019s best decision,\u201d Johnson said.<\/p>\n

He added that institutions like Kids Hope Alliance and the library board \u201cdeserve thoughtful transitions that protect continuity and public confidence.\u201d<\/p>\n

Tuesday\u2019s vote will determine whether the ordinance takes effect over the mayor\u2019s objections \u2014 or whether council sustains the veto, leaving the current appointment structure in place.<\/p>\n
