JACKSONVILLE, AL \u2014 The Jacksonville City Council approved a series of ordinances, resolutions and personnel actions during its July 27 meeting, including acceptance of a Planning Commission recommendation for a new Zaxby\u2019s restaurant, updates to city property regulations, infrastructure improvements and employment actions.<\/p>\n

The meeting opened with an invocation offered by a local pastor and the Pledge of Allegiance before council members approved the meeting minutes and adopted the agenda with amendments. The amendments added consideration of the Planning Commission report for a proposed Zaxby\u2019s at 1610 Pelham Road South, added an employment item for a new city clerk\/treasurer position, added a purchase for the Street Department and removed a duplicate surplus property item from the consent agenda.<\/p>\n

Council unanimously accepted the Planning Commission\u2019s recommendation supporting construction of a new Zaxby\u2019s at 1610 Pelham Road South. According to the Planning Commission report, commissioners voted 5-0 to recommend approval following their July 23 meeting. The report also notes the Planning and Building Department stated permits would be issued after Alabama Department of Transportation concerns are addressed.<\/p>\n

The council also unanimously approved:<\/p>\n

Ordinance O-680-26, requiring registration of certain vacant properties.
\nOrdinance O-681-26, updating city code provisions related to accumulation of junk, weeds, garbage and trash on private property.
\nResolution R-2322-26, adopting the city\u2019s clerk transition and overlap plan.
\nJPWP No. 26-152, authorizing a pole camera infrastructure project designed to install cameras at strategic locations to deter crime and collect evidence. The project is supervised by Chief Marcus Wood and carries an estimated cost of $36,745.
\nAmendment No. 1 to JPWP No. 26-146 for Chief Ladiga Trail lighting improvements.
\nAuthorization for the mayor to execute a revised Revize website services agreement.
\nAuthorization for the mayor to sign a grant agreement with the Alabama Historical Commission.
\nAn amended initial employment pay scale for city positions.<\/p>\n

The council also approved employment actions that included:<\/p>\n

Daniel Todd Childs as a full-time laborer in the Utility Maintenance Department following the resignation of Jacob Haynes.
\nLaney Nicole O\u2019Neal as a part-time library assistant.
\nJames Forrest Hinton as a part-time library assistant.
\nDana L. Snyder as City Clerk\/Treasurer, effective upon compliance with Ordinance No. 273, following the resignation of Brenda Long and the creation of the new position.<\/p>\n

The amended pay scale approved by the council includes a new salary range for the City Clerk\/Treasurer position of $64,800 to $106,300, along with revised initial pay ranges for numerous city positions. The updated schedule also establishes a pay range for part-time library assistants of $23,500 to $38,300 annually based on the designated hours worked.<\/p>\n
