TALLAHASSEE, Fla. (WCTV) – A Tallahassee woman was indicted by a federal grand jury for defrauding the Tallahassee Housing Authority (THA) in a scheme that put $378,000 in her pockets, according to the U.S. Attorney\u2019s Office of the Northern District of Florida. <\/p>\n
45-year-old Lekishaann Huggins is charged with 39 counts of bank fraud, aggravated identity theft, four counts of spending money laundering and two counts of filing a false tax return.<\/p>\n
Huggins oversaw the THA\u2019s Housing Choice Voucher Program, which provides low-income families with housing assistance and federally subsidized housing, according to court documents.<\/p>\n
The fraud happened within Tenmast and Yardi systems that the THA uses to make rent payments on behalf of program participants. The system had tenants\u2019 addresses, their landlords\u2019 names, and their landlords\u2019 financial payment information.<\/p>\n
In this role, Huggins had access to changing the bank account information for those landlords and could approve and change the tenant\u2019s \u201cEnd of Participation\u201d status in the program.<\/p>\n

Court documents claim that from 2023 to 2025, Huggins replaced landlords\u2019 bank account information with her own bank accounts.<\/p>\n
The Tallahassee woman changed the landowner bank information for a landlord\u2019s profile named \u201cCache LLC\u201d to a Florida limited liability company she owned named \u201cCache Kloset LLC\u201d that reportedly sold clothing online. She also added her personal bank account information.<\/p>\n
\u201cThis updated and false information was automatically migrated into THA\u2019s Yardi system during its transition from Tenmast,\u201d court documents said.<\/p>\n
Huggins did not update the system for 16 former THA tenants, which \u201cfalsely portrayed the former tenants as being eligible for HCV rent subsidies so Huggins could redirect the funds to herself.\u201d<\/p>\n
Over the two years of the scheme, Huggins continuously transferred funds between her personal bank accounts and her \u201cCache Kloset LLC\u201d bank accounts.<\/p>\n
In total, Huggins made over $378,000 and used the funds to support a \u201cluxurious lifestyle,\u201d with property such as designer handbags, purses and shoes, according to court documents.<\/p>\n
The trial for Huggins is scheduled for Sept. 8 and she is facing up to 30 years in prison for each bank fraud count, 2 years for the aggravated theft count, up to 10 years for the spending money laundering count, 3 years for each false tax return filing count, restitution and forfeiture of assets.<\/p>\n
