Police said a woman met with Dogan in front of the Chase Bank at 1450 Brickell Ave. to sell him a $15,000 diamond ring after messaging on Facebook Marketplace.<\/p>\n<p class=\"c-paragraph\">Police said she let Dogan, who lives in a condo building a few blocks south, hold the ring and certificate and he ran off.<\/p>\n<p class=\"c-paragraph\">On Thursday, cops said he struck again but did not get away.<\/p>\n<p class=\"c-paragraph\">This time, they said Dogan \u201capproached\u201d another woman in the area of the same bank branch \u201cattempting to buy her two bracelets.\u201d<\/p>\n<p class=\"c-paragraph\">When she handed them over to let him see them, police said he ran off and the victim yelled for help.<\/p>\n<p class=\"c-paragraph\">The bystander joined the chase and caught up with Dogan, who sprayed him with pepper-spray, an arrest report states.<\/p>\n<p class=\"c-paragraph\">But the victim wasn\u2019t deterred and managed to tackle him, police said. <\/p>\n<p class=\"c-paragraph\">Officers took Dogan into custody on grand theft and battery charges.
