WINTER SPRINGS, Fla. \u2013 Winter Springs has implemented a hiring freeze covering all employees paid through the city\u2019s general fund, a move city leaders say is intended to protect next year\u2019s budget while they wait for a clearer picture of future property-tax revenue.<\/p>\n
For the Winter Springs Police Department, the immediate impact is more specific: three existing vacancies will not be backfilled for now, according to information the city provided to News 6 Thursday.<\/p>\n
The city also acknowledged that residents could eventually notice some effects of the freeze, although officials say they are working to protect the level of service people currently receive.<\/p>\n
\u201cCertain administrative tasks, permits, information requests, support, and non-essential park or community-service initiatives may be delayed,\u201d the city said in its written response to News 6.<\/p>\n
The city emphasized that the hiring freeze does not mean police recruiting has stopped, nor does it mean Winter Springs is eliminating currently funded positions.<\/p>\n
Instead, officials describe it as a temporary attempt to avoid taking on additional long-term salary obligations while significant questions remain about how much property-tax revenue the city could have available beginning next year.<\/p>\n
What the hiring freeze means<\/p>\n
Winter Springs told News 6 that City Manager Kevin Sweet informed employees last week that the city would implement a hiring freeze for all general-fund employees.<\/p>\n
That fund pays for many of the traditional services residents associate with city government.<\/p>\n
The freeze does not necessarily mean that every vacancy will remain empty regardless of circumstances.<\/p>\n
For police, the city said it will pause backfilling three vacancies in particular \u201cuntil the revenue picture is clearer.\u201d<\/p>\n
Police recruiting will continue.<\/p>\n
The city said resignations and retirements can continually change staffing needs, so any police hiring will be evaluated on a case-by-case basis.<\/p>\n
Officials said they want to avoid reaching a point where staffing becomes so tight that operations suffer or remaining officers are burdened with excessive overtime.<\/p>\n
In other words, the current plan is a pause \u2014 not a complete shutdown of hiring.<\/p>\n
Why is Winter Springs doing this now?<\/p>\n
The city points largely to uncertainty surrounding its fiscal year 2027 budget and Amendment 3, the property-tax proposal Florida voters will consider in the November election.<\/p>\n
Winter Springs has already publicly hosted an informational meeting regarding the proposed constitutional amendment and its potential implications. The city has stressed that it does not support or oppose the ballot measure.<\/p>\n
The measure before voters would make significant changes to Florida property taxes, including increasing the homestead exemption for non-school property taxes and placing new restrictions on the use of certain property-tax revenue by local governments. If approved, the constitutional changes would take effect Jan. 1, 2027.<\/p>\n
The statewide vote is scheduled for Nov. 3, 2026.<\/p>\n
Winter Springs officials told News 6 they do not want to commit the city to new recurring salary expenses before knowing what voters decide and what the resulting revenue picture looks like.<\/p>\n
\u201cOnce that vote happens, the City will be in a better position to decide what level of staffing is sustainable long-term,\u201d the city said.<\/p>\n
That distinction is important: Winter Springs is taking action before the amendment has been approved or rejected.<\/p>\n
City leaders are essentially trying to limit additional financial commitments while they wait to learn what the city\u2019s revenues will look like after November.<\/p>\n
This comes as Winter Springs is already working with a leaner spending plan<\/p>\n
The hiring freeze comes during a broader debate over how much Winter Springs should collect and spend in its next budget.<\/p>\n
Earlier this summer, commissioners were working from a proposed property-tax rate of 2.62 mills.<\/p>\n
They have since moved toward building the budget around the lower 2.516-mill rollback rate, leaving the city with roughly $434,000 less in planned spending than under the earlier proposal.<\/p>\n
But the city cautioned News 6 against directly treating the hiring freeze as a $434,000 personnel cut.<\/p>\n
Officials said Sweet and Finance Director Holly Queen found other internal adjustments to help make the revised budget work, including changes involving the timing of employee cost-of-living adjustments.<\/p>\n
The city said the hiring decision is focused less on producing one specific dollar amount in savings and more on controlling financial risk and avoiding new recurring costs in the general fund.<\/p>\n
A longtime resident says police staffing is the last place she wants to see affected<\/p>\n
At Magnolia Square near the Winter Springs Town Center, News 6 spoke with Christine Gilford, who said she has lived in Winter Springs for about 24 years.<\/p>\n
Asked which city service she most wants protected as officials make difficult budget choices, her answer was immediate:<\/p>\n
\u201cDefinitely the police department.\u201d<\/p>\n
Gilford said the department\u2019s responsiveness has been part of what made her family feel comfortable living in Winter Springs.<\/p>\n
\u201cThat\u2019s one of the reasons that we moved here, because the police, they\u2019re great,\u201d Gilford said. \u201cIf you ever need them, they\u2019re there within minutes, and I would hate to see that go away.\u201d<\/p>\n
She said reductions affecting public safety would concern her because of the potential impact on families and homes throughout the community.<\/p>\n
There is no indication from the city that police service has been reduced or that response times have changed because of the three vacancies.<\/p>\n
Winter Springs says its goal is specifically to prevent that from happening.<\/p>\n
What could residents actually notice?<\/p>\n
For now, the city says it has given \u201ccareful consideration\u201d to maintaining the services residents expect.<\/p>\n
But officials also acknowledged that the freeze could create delays in areas including:<\/p>\n
Permits<\/p>\n
Information and records requests<\/p>\n
Administrative work and support<\/p>\n
Some non-essential parks initiatives<\/p>\n
Some non-essential community-service initiatives<\/p>\n
The city did not tell News 6 that those services will be delayed, only that they may be affected as the freeze continues.<\/p>\n
That means one of the biggest unanswered questions is also one residents may be able to answer only with time: how long will the hiring freeze last?<\/p>\n
The city says the November property-tax vote should provide considerably more clarity.<\/p>\n
Until then, Winter Springs is trying to preserve its existing workforce and services without committing to additional ongoing personnel costs \u2014 while leaving three police vacancies open and acknowledging that some of the less-essential work performed by city government could take longer.<\/p>\n
The next major turning point comes when Florida voters decide Amendment 3 in November.<\/p>\n
