Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cOnce that vote happens, the City will be in a better position to decide what level of staffing is sustainable long-term,\u201d class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Earlier this summer, commissioners were working from a proposed property-tax rate of 2.62 mills.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">They have since moved toward building the budget around the lower 2.516-mill rollback rate, leaving the city with roughly $434,000 less in planned spending than under the earlier proposal.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">But the city cautioned News 6 against directly treating the hiring freeze as a $434,000 personnel cut.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Officials said Sweet and Finance Director Holly Queen found other internal adjustments to help make the revised budget work, including hiring decision is focused less on producing one specific dollar amount in savings and more on controlling financial risk and avoiding new recurring costs in the general fund.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">A longtime resident says police staffing is the last place she wants to see affected<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">At Magnolia Square near the Winter Springs Town Center, News 6 spoke with Christine Gilford, who said she has lived in Winter Springs for about 24 years.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Asked which city service she most wants protected as officials make difficult budget choices, her answer was immediate:<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cDefinitely the police department.\u201d<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Gilford said the department\u2019s responsiveness has been part of what made her family feel comfortable living in Winter Springs.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cThat\u2019s one of the reasons that we moved here, because the police, they\u2019re great,\u201d Gilford said. \u201cIf you ever need them, they\u2019re there within minutes, and I would hate to see that go away.\u201d<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">She said reductions affecting public safety would concern her because of the potential impact on families and homes throughout the community.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">There is no indication from the city that police service has been reduced or that response times have changed because of the three vacancies.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Winter Springs says its goal is specifically to prevent that from happening.<\/p>\n<p Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">For now, the city says it has given \u201ccareful consideration\u201d to maintaining the services residents expect.<\/p>\n<p biggest unanswered questions is also one residents may be able to answer only with time: how long will the hiring freeze last?<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The city says the November property-tax vote should provide considerably more clarity.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Until then, Winter Springs is trying to preserve its existing workforce and services without committing to additional ongoing personnel
