Dry air and wind shear hinder tropical storm development.

“Redevelopment of this system is unlikely … but heavy rains and gusty winds [could impact] portions of the Leeward Islands, the Virgin Islands and Puerto Rico over the next several days,” the hurricane center said Sunday.

The projected direction of the system, though, puts it on Florida’s doorstep if it is able to make it over the Greater Antilles.

As of 8 a.m., it has 20% chance to develop in the next seven days, up from 10% earlier Sunday.

“Dolly’s moisture will linger until at least Tuesday,” Fox Hurricane Specialist Bryan Norcross wrote on his Hurricane Intel blog.

Meanwhile, the hurricane center is also monitoring a second storm system along the Gulf Coast near Louisiana and Texas that is projected to drift west.

The NHC has given it a 30% chance to develop in the next two days to seven days.

The next named storm to form in the Atlantic would be Edouard. Dolly was the fourth named storm in the Atlantic this season after tropical storms Arthur, Bertha and Cristobal.

Peak activity during hurricane season is generally mid-August through mid-October.

The National Oceanic and Atmospheric Administration recently said it expects only seven to 13 named storms this year.
