\u2013 On Friday, 10 more bills were filed by Florida lawmakers as the 2026 Legislative session approaches.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">These proposals involve rules for schools, flags, criminal statutes, and much more.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The full list of the new bills filed on Nov. 7 is as follows.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82947\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82947\">SB 424<\/a> \u2014 Schools of Hope<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Bill 424 deletes provisions of state law that allow <a href=\"https:\/\/www.fldoe.org\/schools\/school-choice\/other-school-choice-options\/schools-of-hope\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.fldoe.org\/schools\/school-choice\/other-school-choice-options\/schools-of-hope\/\">Schools of Hope<\/a> to use vacant or underused public school facilities.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">If approved, the bill will take effect on July 1, 2026.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82948\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82948\">SB 426<\/a> \u2014 Flag Rules<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Bill 426 prohibits public schools, state universities, and government buildings from putting up flags that contain designs representing political ideologies, race, gender or sexual orientation.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">[BELOW: Teachers may soon have to take this oath if Florida passes new bill]<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Any governmental bodies that violate these rules could be liable for fines of $500 per day.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">If approved, the bill will take effect on July 1, 2026.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82949\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82949\">SB 428<\/a> \u2014 Swimming Vouchers<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Bill 428 revises the age limits of the <a href=\"https:\/\/www.watersmartfl.com\/#:~:text=Welcome%20to%20the%20Swimming%20Lesson,after%20the%20September%201%20date.\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.watersmartfl.com\/#:~:text=Welcome%20to%20the%20Swimming%20Lesson,after%20the%20September%201%20date.\">Swimming Lesson Voucher Program<\/a>.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Instead of a maximum age limit of 4 years, this bill includes children between 1 and 7 years old.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">If approved, the bill will take effect on July 1, 2026.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82950\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82950\">SB 430<\/a> \u2014 Teacher Oaths<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Bill 430 would require <a href=\"https:\/\/www.leg.state.fl.us\/statutes\/index.cfm?App_mode=Display_Statute&amp;URL=1000-1099\/1012\/Sections\/1012.01.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.leg.state.fl.us\/statutes\/index.cfm?App_mode=Display_Statute&amp;URL=1000-1099\/1012\/Sections\/1012.01.html\">public educators and administrators<\/a> to take the following oath:<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 ewwUYq\">\u201cI do solemnly swear (or affirm) that I will support, protect, and defend the Constitution and Government of the United States and the Constitution and Government of the State of Florida; that I am duly qualified for employment as a member of the school personnel in this state; that I will well and faithfully perform the duties of a member of the school personnel in a professional, independent, objective, and nonpartisan manner; that I will uphold the highest standards of academic integrity and professional ethics; that I will foster a respectful learning environment for all students which promotes critical thinking, civic responsibility, and lifelong learning; and that I will serve as a positive role model in both conduct and 38 character, so help me God.\u201d<\/p>\n<p>Proposed oath, Senate Bill 430 (2025)<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">If approved, the bill will take effect on July 1, 2026.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82951\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82951\">SB 432<\/a> \u2014 Controlled Substances<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Bill 432 adds 7-Hydroxymitragynine (<a href=\"https:\/\/www.clickorlando.com\/news\/florida\/2025\/08\/13\/this-drug-is-now-banned-from-florida-in-new-emergency-order\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.clickorlando.com\/news\/florida\/2025\/08\/13\/this-drug-is-now-banned-from-florida-in-new-emergency-order\/\">an opioid chemical found in kratom<\/a>) as a Schedule I controlled substance under state law.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The bill also lays out new criminal charges for those who illegally manufacture or sell xylazine.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">If approved, the bill will take effect on Oct. 1, 2026. However, the 7-Hydroxymitragynine rule would instead take effect on July 1, 2026.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82952\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82952\">SB 434<\/a> \u2014 Property Assessments<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Bill 434 would create a new statute relating to property assessments for people\u2019s homes.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Under this bill, these assessments may not consider home changes aimed at improving resistance to wind damage, such as storm shutters, wind-resistant shingles, and gable-end bracing.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">If approved, the bill will take effect on July 1, 2026.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82953\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82953\">SB 436<\/a> \u2014 Felony Battery<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Bill 436 establishes harsher penalties for those who are already convicted of battery and resist an officer with violence.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">If approved, the bill will take effect on July 1, 2026.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82954\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82954\">SB 438<\/a> \u2014 Child Welfare<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Bill 438 would amend <a href=\"https:\/\/www.leg.state.fl.us\/Statutes\/index.cfm?App_mode=Display_Statute&amp;Search_String=&amp;URL=0000-0099\/0039\/Sections\/0039.01.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.leg.state.fl.us\/Statutes\/index.cfm?App_mode=Display_Statute&amp;Search_String=&amp;URL=0000-0099\/0039\/Sections\/0039.01.html\">Florida statutes<\/a> relating to child welfare, listing parricide as an example of abuse.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Under this bill, if a parent attacks or tries to kill his\/her child\u2019s other parent, it would result in a rebuttable presumption that it\u2019s unsafe for the offending parent to visit the child.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">As such, a child may be taken into custody and placed in a shelter under this bill if such a situation arises. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">If approved, the bill will take effect on July 1, 2026.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82955\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82955\">SB 440<\/a> \u2014 Health Choices Program<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Bill 440 renames the \u201c<a href=\"https:\/\/myfloridachoices.org\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/myfloridachoices.org\/\">Florida Health Choices Program<\/a>\u201d to the \u201cFlorida Employee Health Choices Program.\u201d <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In addition, the bill would tighten how the marketplace is run, and it removes broad phrases like \u201cstate residents\u201d by swapping in language about employers and employees.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">If approved, the bill will take effect on July 1, 2026.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82956\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82956\">SB 442<\/a> \u2014 Search Warrants<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Senate Bill 442 extends the return deadline for search warrants involving computers or other electronic devices that are already in law enforcement possession from 45 days to 365 days.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">All other search warrants must
