Growing concerns over Amendment 3 as more groups speak out against the property tax proposal<\/a><\/p>\nThat provision would apply to properties including rental homes, second homes and commercial properties.<\/p>\n
Florida Realtors says the lower cap would provide property owners with greater predictability in their tax bills and could also benefit renters and businesses.<\/p>\n
The expanded homestead exemption would apply only to non-school property taxes, meaning school funding would not be affected by that portion of the amendment.<\/p>\n
The proposal also would:<\/p>\n
Require the Legislature to create a uniform process allowing counties and municipalities to increase the homestead exemption further, potentially up to a home\u2019s full assessed value.<\/p>\n
Allow special districts to provide additional property tax relief if approved by voters.<\/p>\n
Direct counties and municipalities to use property tax revenue for specified purposes, including public safety, schools, infrastructure, natural resources, debt payments, employee retirement benefits and government operations.<\/p>\n
Who would qualify?<\/p>\n
The expanded exemption would not immediately apply to everyone who later becomes a Florida resident.<\/p>\n
People who are not Florida residents as of Dec. 31, 2026, would initially receive the existing homestead exemption when they qualify. They would become eligible for the expanded exemption beginning with their fifth year of exemption, subject to federal constitutional requirements.<\/p>\n
When would the changes take effect?<\/p>\n
The amendment will appear on the Nov. 3 general election ballot.<\/p>\n
Because it would amend the Florida Constitution, the measure needs approval from at least 60% of voters to pass.<\/p>\n
If approved, the changes would take effect Jan. 1, 2027.<\/p>\n
Florida Realtors said its Vote Yes on 3 campaign is intended to educate voters about the proposed changes and encourage support for the amendment.<\/p>\n
