UnitedHealth does not appear to be exiting Florida or giving up its value-based-care model. Instead, the company continues to have exposure to the market while shifting some operating responsibility to a partner. The division has been dealing with elevated medical costs and unfavorable Medicare economics, meaning that better local management alone may not be enough to restore margins.
